FNC sends its statement over recent Iranian actions at Abu Musa Island to APU posted on 20/08/2008
General Secretariat of the Federal National Council (FNC) has sent its statement over the recent Iranian actions at Abu Musa Island to the General Secretariat of the Arab Parliamentary Union (APU), which will serve all Arab Parliaments with the copies of the statement.
Earlier, the statement called on the Republic Islamic of Iran to immediately remove the administrative offices set up at the UAE's Abu Musa Island, urging all the world parliaments to back the UAE in its legitimate sovereignty over the three occupied Islands: Greater, Lesser Tunbs and Abu Musa. The APU called last March in its 13th conference held in Iraqi city of Erbil, on the Arab parliaments to contact Iran to cease occupation of its three Islands. It also urged Iran to translate its intention of improving ties with the Arab countries into tangible steps by heeding genuine calls of the UAE to settle the issue amicably through either direct dialogue, or resort to the International Court of Justice. – Emirates News Agency, WAM

UAE uses Expo Zaragoza to showcase its development model: Ambassador posted on 20/08/2008
The three month-long international Expo Zaragoza 2008 has provided the UAE with an ideal platform to showcase its experience and model for preserving and developing water resources, renewable energy and environment, according to the UAE Ambassador to Spain.
'The UAE impressive participation at the world gathering, which is supervised by the National Media Council, is expected to bring about positive results as it exposes the UAE efforts on water and renewable energy resources and conservation of the environment to the nations and peoples of the world,' HE Sultan Mohammed Al Qurtasi said in an interview to WAM on the occasion of the UAE National Day at Expo Zaragoza which is being staged from June 14 to September 14 in Spain.
He said the UAE presence in the world event was important as its theme (Water and sustainable development) revolves around efforts to find endurable solutions for water problems in the world and takes centre stage in the thinking of the UAE leadership.
'Hence, the UAE is one of the leading countries which have launched a series of initiatives for conservation and development of water resources as part of its national strategy for protection of the environment and achievement of sustainable development.
He added that the friendly UAE-Spain relations were progressing steadily on political, trade, economic, cultural and tourist domains and the UAE engagement at Expo Zaragoza with a large, distinctive pavilion has given these links a big thrust forward and mirrored the UAE bright image to the people of Spain and other peoples of countries of the world.
He indicated that the array of ceremonial cultural, artistic and folkloric programmes organised by the UAE during the event have elicited overwhelming interest, attracting thousands of visitors to see the UAE progress on culture, art and heritage. The envoy said participation of the Abu Dhabi Future Energy Company (Masdar) at the pavilion comes within the framework of the UAE leadership's drive to transfer Abu Dhabi into a world centre for development and production of clean energy solutions. He said visitors were excited and thrilled with the Masdar, Abu Dhabi's multi-billion dollar renewable energy and clean technology initiative, and its zero carbon city, the first of its kind in the world.
On UAE efforts to develop renewable energy, he explained: 'The UAE is among the premier countries in sustainable development and provision of water for industrial and developmental purposes. The theme of Expo Zaragoza fits well into the UAE strategy for making progress on clean energy, water and environment.
As for joint Abu Dhabi-Madrid cooperation in these fields, he added the two countries had shown sincere desire to establish joint ventures to provide renewable energy sources in the UAE.
In this respect, he indicated, Masdar and Spanish engineering group Sener Group have launched a joint venture - Torresol Energy - to design, build and operate concentrating solar power (CSP) plants in the world's sunbelt regions. This joint venture will commence work on three solar power plants in Spain with an approximate combined value of USD800 million, one of which will be a CSP Central Tower Receiver System.
Torresol Energy comes from the common vision of Sener and Masdar to build a leading global company for the generation of reliable power from solar energy and contribute to the protection of the environment for future generations.
Al Qurtasi said that the recent visit of King Juan Carlos of Spain to the UAE would contribute to boosting bilateral cooperation in areas like economy and renewable energy. 'We expect a robust growth in trade exchange between the two countries which reached 900 million Euros last year,' the Ambassador said.
'As Spain, the world's 8th largest economy, attracts around 60 million holidaymakers a year, the UAE has sincere desire to tap experience of the Spanish services to boost our hotel and tourism industry. – Emirates News Agency, WAM

DIFC releases report on progress towards GCC monetary union posted on 20/08/2008
A new report assessing the progress being made by GCC countries to achieve the convergence criteria for a GCC Monetary Union (GMU) was released today by the Dubai International Financial Centre (DFIC). The said criteria were endorsed by the Supreme Council of the GCC at its 27th session held in Riyadh in 2006. The report is the first in a series of reports to be released by the Centre focussing on issues affecting the region's economy.
"An Assessment of the Progress towards GCC Monetary Union", states that GCC countries remain on schedule to meet the imposed requirements by 2010, but identifies four key policy issues which need to be addressed for the successful launch of the GMU.
"Firstly, there needs to be an institutional and governance framework to ensure smooth, transparent and effective decisions on the conduct of monetary policy and other central bank policies, including the mode of operation of the GCC Central Bank.
Inflation should be the priority item on the policy agenda: there is need for a change in monetary policy towards inflation targeting, with monetary policy geared to maintaining inflation within an announced target range.
The GCC countries will need to invest in building their statistical capacity, in order to provide harmonized, comparable economic and financial data, to support the GMU and the Gulf Common Market.
The GMU, if it is to be achieved and serve its purpose, needs to be supported by investments in financial infrastructure (including legal and regulatory), payment systems and the development and linkage of money markets and capital markets to ensure a uniform interest rate and the swift transfer of funds throughout the GCC." However, said the report, once these issues are addressed, the report states that the GMU will add significant value to the region's economies: "The GMU will strengthen the commitment of GCC countries to regional economic integration. The GMU should be the central policy anchor, extending the benefits of currency stability to financial markets, industries and citizens, by fostering more intense trade relationships, linking the capital markets and attracting international capital." – Emirates News Agency, WAM

Dubai issues new mortgage law to regulate sector posted on 20/08/2008
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai has issued a new mortgage law as part of moves to regulate Dubai's booming real estate sector, the chief executive of the Real Estate Regulatory Authority said.
Following a 35-article decree issued by Sheikh Mohammed, the new law regulates the mortgage process in an effort to protect the rights of lenders and borrowers and improve transparency, Marwan Ahmed bin Ghalita said on Tuesday.
The law, which comes into effect 60 days after its publication in the official gazette, stipulates that mortgage contracts be registered with the land department, specifying the size of the loan, the repayment period and the value of the property to which the loan is linked.
'The new law is basically covering the mortgage procedures in Dubai ... All property purchases happening off plan for example and all financing must be registered at the land department,' said Ghalita. 'Before some were and some were not.'
The law requires that mortgages taken out on properties in Dubai be sold by registered financial institutions, and be insured.
'This is a positive step,' said Usman Rauf, analyst at Prime Group. 'As investors you would want as much protection and insure against general risk.'
The law also requires borrower and lender to present full financial documents when the mortgage is registered.
Property granted by the government to nationals is exempt.
'It gives more confidence to the lender and gives more security for banks,' Ghalita said, adding that the land department and banks were now working together to calculate mortgage rates independently from the central bank.
Home to flamboyant developments such as palm-shaped islands, tax-free Dubai kicked off a Gulf property boom in 2002 when it invited foreign investors to buy properties.
Dubai's nascent mortgage business has burgeoned since then, with home loans in the UAE jumping 55 percent in the year to March, according to central bank data.
Dubai property prices have surged 79 percent since the beginning of 2007, Morgan Stanley said this week, adding it expected a 10 percent decline in prices by 2010.
Standard Chartered warned in July that Dubai's property market showed signs of overheating as speculators betting on quick gains inflate prices of real estate still under construction. It said the government should take steps to weed out short-term speculators to avoid a correction.
Reports of new mortgage regulations come amid a crackdown by the Dubai government on corruption, with executives in major real estate and financial firms facing investigation.
Mortgage lender Tamweel's former chief executive and head of investments are under investigation for alleged wrong-doing. Nakheel properties said on Friday one of its employees was being probed on suspicion of bribe-taking.
Earlier this year, investigations began into irregularities at Dubai Islamic Bank and its affiliate, real estate firm Deyaar. – Khaleej Times

New Emirates SkyCargo cover to keep freight cool posted on 20/08/2008
Emirates SkyCargo has teamed up with a leading US research institute to develop a protective cover for the shipment of temperature-sensitive goods. The low-cost, lightweight, breathable and reusable White Cover is designed to shield shipments from heat during door-to-door transport.
Emirates SkyCargo is conducting a pilot programme with shippers of perishables and pharmaceuticals trading throughout its worldwide network.
"This is the first time this unique type of protection, which completely encloses the shipment, has been used for the airfreight of temperature-sensitive goods," said Therese Puetz, Manager of Cargo Business Development and Projects.
A patent for White Cover is pending. One of the material's distinctive properties is its breathability – it resists air and water penetration while enabling trapped moisture to escape. This makes it ideal for food and flowers while its low cost has made it popular with shippers of pharmaceuticals, especially products that have to be stored at room temperature. "It offers significant thermal protection," added Puetz. "It also allows cooling of the shipment during transport and cold storage operations." – Emirates Business 24|7

Royal Jet unveils special GCC-wide charter deal posted on 20/08/2008
Royal Jet, the Abu Dhabi-headquartered international luxury executive flight services company, is launching a new pricing structure for all GCC countries In line with its strategy to consolidate its position as the Middle-East's leading private jet charter company with a 16% share and year-on-year growth of around 30%, Royal Jet is strengthening its competitive position across the GCC.
Royal Jet's new Vice President for Commercial Affairs John Morgan, , explained that whilst the calculations of previous prices were based on where the aircraft originated from, in future they would be priced from where the guests commenced their flight. In other words, if clients were travelling from Jeddah to Beirut, they would only be charged for that part of the journey, and not for the Abu Dhabi to Jeddah leg.
"We know from customer feedback that many potential travellers in the GCC have heard great things about Royal Jet and are extremely keen to use us. Royal Jet has strong ambitions to grow throughout the region, and we have therefore decided to level the playing field so that people throughout the GCC can take advantage of our leading product at an extremely competitive price", added Morgan.
"We have applied this pricing policy on flights from Dubai for some time with dramatic results, and so we are now expecting a surge in bookings from across the GCC," he said. "The savings for our clients could well be substantial. If a client wanted to fly on one of our Boeing Business Jets from Jeddah to Geneva, for instance, it will now cost approximately 20 per cent less than before since the positioning sector will not be included in the calculation of the overall cost."
"We are convinced that this will be warmly welcomed by both our existing guests and potential new customers, as we increase our presence across the Middle East. It is yet another example of why Royal Jet was recently voted the World's Leading Private Jet Charter and Business Jet Provider of the Year," Morgan concluded. – Emirates News Agency, WAM
