H.H. Sheikh Maktoum bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, issued in April 2001, a decree to merge Dubai ports, customs and free zone to respond to the need of business society in Dubai and to establish a strong entity capable of facing market demands and to enhance the presence of the UAE in general and Dubai in particular at regional and international levels. Dubai ports were internationally recognised by their distinguished role in the Middle East this year, winning the title of best ports in the Middle East in a referendum annually carried out by "Cargo News Asia". Statistics show that Dubai handled 3.059 million TEUs in year 2000, while the volume is expected to reach 3.5 million TEUs by the end of this year. Dubai ports Authority was among the first to use systems based on computer techniques to serve its clients.

DUBAI Ports Authority (DPA) also installed a state-of-the-art "smart rail” system, the first of its kind in the Middle East, and part of DPA's drive to further automate terminal operations. The new smart rail system, based on Digital Global Positioning System (DGPS), has been introduced to facilitate the operation of the 40 Rubber Tyred Gantry Cranes (RTGs). These RTGs are currently in use in the terminal and the installation of the smart rail system will ensure that container positioning within the yard can be effectively accessed automatically and immediately. The technology will also facilitate the automatic steering of the RTGs as they traverse the yard en route to their next location. The RTGs will be fitted with a DGPS antenna each and given a correct signal from a base station located at the crane section. This method will ensure accuracy to with +/- 20 mm.

The Dubai Department of Ports and Customs (DP&C) introduced the application of e-mirsal service in the Jebel Ali Customs Centre. The service enables all customs transactions electronically and bolsters the Dubai government's e-government initiative launched last year by General Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister and chairman of DP&C. The registration of companies in JAFZ with e-mirsal allows them to get access to all customs documents on imports, exports and re-export. Among the future plans of the department, the establishment of free zone to Automobile Zone, DUCAMZ, The Dubai Customs Automobile Zone, DUCAMS, is among the best projects in the world, the total space of which is eight million square feet. Currently, DUCAMS, which is located in Ras Al Khor, has fully occupied 371 showrooms.

The number of companies operating in the Jebel Ali Free Zone (Jafz) has risen to 2,185 establishments, representing 98 countries. There is a steady growth in the number of companies due to the zone's open door policy, its quality services and the co-ordination between the authorities and the companies in exploring new markets for their products. Trade through the zone has also increased sharply, jumping from 200 million U.S. Dollars in 1985 to nearly 10 billion dollars. Unlike other free Zones in the world, in which the rate of industrial investments does not exceed three or four per cent, the Dubai free zone managed to attract 22 per cent of industrial projects of the total projects.
