EPC release expanded policy paper on "Killing in the name of God"

The Emirates Policy Centre (EPC) has released an expanded policy paper titled Killing in the Name of God - Terrorist Groups: Structures, Trajectories and Ends, to address the increasing threat of organised and non-organised groups and sectarian militia that emerged as a result of the absence of the state.

The release of the 79-page paper in Arabic and English coincides with Second Abu Dhabi Strategic Debate, to be organised by EPC in collaboration with the UAE Ministry of Foreign Affairs and the Atlantic Council, USA, at the Emirates Palace Hotel on 1st and 2nd November. It also outlines a workshop with the same title organised by the EPC in May in Abu Dhabi.

The policy paper drafts possible scenarios for the evolution of terrorist groups like ISIL (Daesh) and recommends approaches for countering these groups.

The paper tackles the "second generation" of terrorist jihadist groups, the geopolitical distribution of terrorist groups operating in the Middle East and North Africa (MENA) region, deconstructs their strategy of leadership and organisation, mechanisms of funding and recruitment, and attempts to predict the outcomes of terrorist activity and analyse its potential future risks for the region and the world.

Chairwoman of the EPC, Dr. Ibtisam Al Ketbi, said counter-terrorism policies have failed to root out the phenomenon and therefore have to be re-evaluated.
