FNC passes draft law to set up Emirates Diplomatic Academy

The Federal National Council (FNC) held yesterday the 7th session of its 16th legislative chapter, which was presided over by its Speaker Dr. Amal Abdullah Al Qubaisi.

During the session, the Council passed a draft law for 2016 on the establishment of the Emirates Diplomatic Academy and emphasised the important role the academy would play in support of the country's foreign policy and in promoting its international and diplomatic relations.

The FNC members tabled six questions before the government representatives. One of the questions centred on why the Sheikh Zayed Housing Programme halted the facility of exempting beneficiaries of 20 percent of the total loan amount if paid in full within the first 10 years. Other inquiries covered promotion of employees with special needs in government entities, rules for encouraging companies to engage in social activities, the proposed amendments to the maritime law, the initiative to make the UAE a country free of plastic bags and a proposed law that would allow employees to be late for work on foggy days.

The members also approved 15 recommendations adopted by the Council on the policy of the Ministry of Health, which will be submitted to the government.

The session was attended by Dr. Anwar bin Mohammed Gargash, Minister of State for Foreign Affairs; Hussain bin Ibrahim Al Hammadi, Minister of Education; Dr. Thani bin Ahmed Al-Zeyoudi, Minister of Climate Change and Environment, and Noura bint Mohammed Al Kaabi, Minister of State for Federal National Council Affairs.

In her speech, Dr. Amal Al Qubaisi offered greetings, on behalf of the FNC, to the Mother of the Nation H.H. Sheikha Fatima bint Mubarak, Chairwoman of the General Women's Union (GWU), Supreme Chairwoman of the Family Development Foundation (FDF) and President of the Supreme Council for Motherhood and Childhood, on the honour bestowed on her by President His Highness Sheikh Khalifa bin Zayed Al Nahyan, who conferred the 'Sheikh Zayed Order' on her in recognition of her national and social role.

She also congratulated President His Highness Sheikh Khalifa bin Zayed Al Nahyan and Vice President and Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum on the selection of the official logo of Dubai Expo 2020, which is inspired by a 4000 year-old piece of jewellery found at 'Saroug Al Hadeed', an ancient archaeological site discovered by His Highness Sheikh Mohammed bin Rashid Al Maktoum in 2002 in the Al Marmum area.

The FNC applauded the outcome of the successful visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces to Moscow last week, during which, he discussed with President Vladimir Putin of Russia ties of friendship and co-operation between the two countries, as well as the latest developments in regional and global arenas, especially the Syrian crisis, fighting terrorist organisations and the situation in the Middle East.

It also praised the cabinet's recent approval of a package of initiatives to create a happy and productive work environment at federal government bodies and the national charter for happiness which features policies, initiatives and services to create the world's happiest government work environment, as well as initiatives tailored specifically to motivate and urge the private sector to establish a happy work environment for its employees.

Dr. Amal Al Qubaisi also gave a brief on the FNC's participation in the 143rd general assembly meeting of the International Parliamentary Union, which was held recently in Lusaka. – Emirates News Agency, WAM -
