Human tragedy in Palestine: UAE tells UN

New York - The Palestinian people continue to live in a humanitarian crisis which can only be described as a human tragedy resulting from the continuing Israeli occupation of the Palestinian land, hostile policies and war crimes committed by the Israeli occupying power against Palestinian people, a UAE official told the UN.

'The Israeli military continues its incursion into Palestinian cities, killing civilians, demolishing houses and the infra structure and destroying farm lands that constitute the main source of livelihood for a big number of people, said said Jamal Husein Al Za'abi, member of the UAE delegation at the UN, in a statement before the second committee on the item entitled "Permanent Sovereignty of the Palestinian people In the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the Syrian Golan over their natural resources".

'Israel, the occupying state, continues to control the boarders and trade passages of these areas, restricting the movement of people and goods, and dividing Palestinian lands, blockading the cities and isolating them from the outside world, including neighboring countries,' he added.

'In a flagrant defiance and despise of the international legitimacy resolutions, and a blatant violation to all international human laws and norms, Israel continues its expansionist policy persisting in constructing the separation wall and settlements in the Occupied Palestinian Territories, confiscating Palestinans' lands, leveling agricultural land, damaging crops and irrigation networks and imposing closure measures and blockades leading to the isolation and displacement of thousands of individuals from their cities , preventing them from reaching their work and causing them the loss of their main sources of income, he affirmed.

In addition to that, he explained, Israel continues to seize sources of water and contaminating them with refuse and wastes from the Israeli settlements.

According to him, recent international Reports affirm that as a result of the Israeli occupation and savage crimes committed by the occupying forces, more than two thirds of Palestinians live under the line of poverty , more than 40% are unemployed while more than 50% of children suffer from malnutrition and have great difficulty getting basic education.

Israel, he went on to say, continues to confiscate lands and build more settlements in the occupied Syrian Golan, which caused the reduction of lands under Arab possession to a mere 6% of the original land under occupation. Further, Israel has been imposing a policy of discrimination and oppression against Arab population and forcing severe restriction on movement between the Golan and Syria disconnecting families and denying individuals the opportunities for work and education.

The UAE, as it reaffirms its solidarity with the Palestinian people and government, and its support for their right to self determination and the establishment of their independent Palestinian state, with Alquds Asharif its capital where they live with dignity and prosperity, urges the international community to double its efforts and take the necessary measures to compel Israel to implement all the international resolutions concerned with the Palestinian question and the Middle East , which called for a complete withdrawal of Israel from the Arab territories it occupied in 1967 , and affirmed the inalienable rights of the Palestinian people and Arab population in the occupied Syrian Golan Heights in having sovereignty over their national resources, including lands and water. It demanded Israel to refrain from exploiting, or endangering, or causing depletion to the natural resources in the occupied Palestinian territories, including Jerusalem, and in the occupied Syrian Golan heights, and to stop its aggression.

'We also urge the United Nations, especially the Security Council, to compel Israel to stop its aggression against the Palestinian people and Arab populations and their properties, immediately , resume the peace negotiations according to the Arab Peace Initiative and the Road Map, which call for the establishment of an independent integral viable Palestinian state with Alquds Asharif its capital , and heed the advisory opinion of the International Court of Justice issued in July 2004 , which decided that the construction of the separating wall is unlawful and called for its dismantlement and the compensation to Palestinians for the losses they endured as a result of its construction,'he said.

Arab populations in the occupied Arab territories, he underlined, should be compensated for all losses they endured due to Israel aggression on people and properties and the destruction of their national resources and livelihood, in compliance with relevant international resolutions.

'In the same time, we call the international community, especially the influential countries, and relevant international financial institutions to resume providing the necessary assistance to the Palestinian Authority and Palestinian people to enable them to meet their basic needs and build their economic and social institutions until the achievement of a just, comprehensive and lasting settlement of the Middle East problem.
