Israel must open up its nuclear programme for IAEA inspection: UAE

New York - The UAE has called on the United Nations to make Israel cooperate with the International Atomic Energy Agency (IAEA) by opening up its arsenals of weapons of mass destruction for inspection.



Abdullah Hassan Obaid Al Shamsi, Member of the UAE delegation to the UN made the call in a UAE address to the UN First Committee (Disarmament and International Security), which held a session here last night to discuss a number of global security issues, including the issue of having a Nuclear-Weapon-Free Zone in the Middle East.



He said the Middle East and Arabian Gulf region was one of the most tense regions worldwide because of Israel's position and arsenal of weapons of mass destruction - especially nuclear weapons - and efforts of other States in the region to build nuclear reactors. "That was a great source of danger and concern to all," he said in the address.



He pointed out that the United Arab Emirates strongly condemns the continued unilateral policy of Israel and appeals to the international community to put pressure on the Israeli Government to implement the Security Council and General Assembly resolutions which called for Israel to accede to the Non-Proliferation Treaty as all other States in the region had done.



He also urged the UN to force Israel to cooperate with the IAEA by declaring all its nuclear facilities and accepting the principle of verification and to cease the stockpiling and production of fissile material and all nuclear testing.



He said serious and vigorous efforts were needed to achieve the alleviation of tension and instability in the region, adding that it was imperative to pave the way for renewing dialogue and returning to the peaceful negotiations process, which could ultimately resolve the question of Palestine and the Middle East.



He also supported the establishment of a nuclear-weapon-free -zone in the Middle East.



Following is the full text of Al Shamsi's address: "Madam Chairman, "The Middle East region and the Arabian Gulf has become one of the most tense regions in the world not only because of the recurrent wars and the continued Israeli occupation of the Palestinian and Arab territories, but also because of Israel's possession of weapons of mass destruction, especially the nuclear weapons, and their means of delivery, and the attempts of other States in the region to have nuclear reactors outside the safeguards regime of the International Atomic Energy Agency, all of which have become a great source of danger and concern not only to the security and stability of the neighbouring countries but also to the entire region and the world as a whole.



"Therefore, the UAE which strongly condemns the continued unilateral policy of Israel towards the possession and development of nuclear weapons in the region, reiterates its appeal to the international community to take all necessary measures to put pressure on the Israeli Government to implement, without delay, the requirements set out in the relevant United Nations resolutions, particularly those of the Security Council, the General Assembly and the resolutions of the conference of State parties to the NPT, which all call for Israel to accede to the Treaty on the Non-Proliferation of Nuclear Weapons, as all the other States of the region have done.



Israel should also submit its entire nuclear arsenal and all of its nuclear and fissile materials to the safeguards regime of the International Atomic Energy Agency (IAEA), in accordance with the resolution on the Middle East adopted at the NPT Review Conference and in order to stress its universality.



"In this connection, we would like to highlight the following issues: "First: Israel must cooperate with the IAEA by declaring all of its nuclear facilities and accepting the principle of verification under the safeguards of the International Atomic Energy Agency.



"Second: Calling upon Israel to immediately desist from producing or stockpiling any fissile materials or any other materials that can be used in the manufacture of weapons of mass destruction, and to cease immediately all nuclear testing and dismantle all the existing nuclear arsenals.



"Third: All States, particularly the nuclear-weapon States, should abide by their obligations, as set out in the relevant international resolutions, in order to halt all technical, financial and scientific support and assistance leading to the further modernizing of weapons of mass destruction.



"The current international conditions require serious and vigorous efforts towards the establishment of a zone free from all weapons of mass destruction, particularly nuclear weapons, in the Middle East, which if achieved, it will contribute greatly to alleviating tension and instability in the region, and pave the way for renewing dialogue and returning to peace negotiations among the concerned parties, with a view to arriving at a comprehensive, just and lasting settlement of the question of Palestine and the Middle East, and enhancing the stability and peace of all of our peoples and of the region as a whole.



"Finally, we hope the working delegations in this committee would support the two draft resolutions on the establishment of a zone free from all weapons of mass destruction in the Middle East and on the risk of nuclear proliferation in the Middle East especially that they reflect the disturbing reality in the Middle East, and are in line with the international efforts aimed at achieving comprehensive nuclear disarmament with a view to sparing our peoples and the humanity the destructive scourge of wars.
