'Justice key to foreign policy'The political approach of the UAE since the establishment of the federation on December 2, 1971, has been characterised by balance, moderation, support to the right and justice and condemnation of terror in all manifestation. This approach is based on dialogue and understanding between brethren and friends, observance of the international conventions and the UN Charter, non-intervention in the internal affairs of other countries, respect of good-neighbourly and sovereignty and integrity of the countries and solving of dispute by peaceful means.



The President His Highness Sheikh Zayed bin Sultan Al Nahyan expresses his belief in dialogue and understanding as he said, 'We, Rulers who are responsible for the people must deal with each other on the basis of forgiveness, mercy and dialogue and not confrontation, wars and destruction. Small countries have responsibilities. Despite their size, they must do whatever they can to get the voice of right and justice be heard even at the risk of difference with superpowers.'



The UAE believes in establishing friendship and cooperation bridges with the various countries and peoples of the world and in actively working to consolidate the spirit of forgiveness and commitment to noble civilian and humanitarian values and the principles of the UN Charter and the rules of the international conventions, in order that security, stability and peaceful coexistence prevail among the peoples. Sheikh Zayed says, 'The principles of the UAE foreign policy are every work that pleases Almighty Allah and his servants and constitutes the basis of mutual respect among countries of the world.'



The UAE Constitution establishes the bases on which the UAE foreign policy is based. It states that the UAE Federation is a part of the Arab world and is bound to it by religion, language, history and joint destiny. Sheikh Zayed confirmed during a meeting on October 31, 1995, with the delegations who attended the Jerusalem Festival his love for his people, his country and the Arab nation.



'The wealth that man has is simply entrusted by God to his people. God created all of this for the welfare and happiness of human beings. Thus human beings should be aware of their duties towards their countries, and should behave in accordance with what is laid down by the Holy Quran and the other Holy Books and the teachings of Prophet Mohammed (Peace Be Upon Him) not in accordance with their own whims.'



The Constitution says that one of the most important goals of the Federation is establishing closer ties between the member emirates which constitutes an independent, sovereign state, capable of keeping its identity and the identity of its members and maintaining cooperation with the Arab countries and other members of the UN and the international family, on the basis of mutual respect and interests.



The UAE has reaffirmed its support for an international campaign against terrorism in messages from President His Highness Sheikh Zayed bin Sultan Al Nahyan to U.S. President George W. Bush and British Prime Minister Tony Blair. In the messages, Sheikh Zayed expressed his feelings of compassion for the victims of the criminal attacks in the United States and urged that these acts should not be used as an occasion for hostility to Arab-Americans or Americans of the Muslim faith.



'We have noted your wise, resolute and timely remarks about the necessity for these tragic events not to be used as an excuse for, or reason for, any attacks against or hostility towards Arab Americans or Americans of the Muslim faith,' Sheikh Zayed told Bush. 'We share with you the belief that the terror acts are utterly repugnant in the eyes of Islam, and we thank you for your timely and appropriate statement, which so well reflects the values and traditions of the United States as a land where neither racial origin nor religious beliefs is a disqualification from full membership of the American nation.



'We reaffirm our willingness to contribute in any way possible to an international campaign to eradicate terrorism in all its forms and manifestations,' Sheikh Zayed told Bush. In the message to Blair, Sheikh Zayed expressed his condolences for the families of the British victims of the attacks in the United States and thanked him for his statement that these acts should not be used as an occasion for hostility to Arab residents of Britain or British Muslims.



'We reaffirm our willingness to contribute in any way possible to an international campaign to eradicate terrorism in all its forms and manifestations and also to contribute in what way we can to efforts to bring about a just and peaceful solution to the Middle East conflict,' Sheikh Zayed added.
