Khalifa sets up authority for key utilities' protection

President H.H. Sheikh Khalifa bin Zayed Al Nahyan has issued a law instituting an authority for protection of key establishments and utilities in the Emirate of Abu Dhabi. Law No (14) for 2007, issued by Sheikh Khalifa in his capacity as Ruler of Abu Dhabi, says the new entity will be affiliated to the Abu Dhabi Executive Council and will have an independent, legal character and enjoy full competence in discharging its legal affairs.

According to the law, the authority, which will be based in Abu Dhabi, will follow up, assess and develop all measures concerning protection and security of key firms and establishments, like the onshore/offshore petroleum facilities, power generation and water desalination stations, gas transportation and distribution networks, airports and seaports, cables, aerial lines, services networks and all related accessories owned by the Emirate of Abu Dhabi. The body will protect and secure these utilities from all acts of vandalism in order to maintain security and stability and achieve economic stability in the emirate in coordination with the local and federal departments and armed forces.

The new entity will cooperate and coordinate with other concerned bodies to chalk out and implement policies and strategies necessary to protect and secure these essential utilities. It will draft administrative regulations governing issuing of security permits for personnel working in these utilities.

It will also enforce procedures for checking up and inspecting modes of transport and carry out any other duties assigned to it by the Executive Council.

The new authority will be run by a chairman and director general to be appointed by the Chairman of the Executive Council.

The Authority may second civilian and military personnel from federal and local governments and re-appoint retired military men from armed forces and interior ministry.

Meanwhile, General Sheikh Mohammed bin Zayed Al Nahyan, Abu Dhabi Crown Prince, Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Executive Council has issued resolution No (40) for 2007 appointing Sheikh Ahmed bin Tahnoun bin Mohammed Al Nahyan as Chairman of the Authority.
