MOU seals cooperation between Abu Dhabi/Singapore public services

Department of Civil Service of the Emirate of Abu Dhabi (DCS) and Singapore Cooperation Enterprise (SCE) signed a Memorandum of Understanding (MoU) yesterday for the Singapore Government to provide public sector expertise and other related services to DCS through SCE.

SCE, as the primary vehicle established by Singapore Ministry of Trade and Industry and Ministry of Foreign Affairs, will partner public sector agencies to share their expertise with DCS and other Abu Dhabi government agencies.

The DCS looks forward to working closely together to explore areas of collaboration in the professional development of public officers through various platforms. Together with its partners, such as Civil Service College, SCE will also collaborate with DCS to share Singapore's experiences and expertise in public sector human resource management and human resource development.

The agreement was signed by His Excellency Rashed Mubarak Al Hajeri, Chairman, DCS and Peter Ho, Chairman, SCE, and, in conjunction with the Abu Dhabi - Singapore Business Forum (ADSBF) held at Raffles Hotel.

His Excellency Khaldoon Al Mubarak, Chairman, Executive Affairs Authority and His Excellency Lee Yi Shyan, Minister of State for Trade & Industry, co-chairmen of the ADSBF, were also present at the signing ceremony.

The Department of Civil Service of the Emirate of Abu Dhabi (DCS) was set up to develop civil service - related human resources strategies in the Emirate of Abu Dhabi as well as to develop human resources systems and procedures that would be effective in all human resources divisions in Abu Dhabi local departments. DCS also supports the local departments in the implementation of these systems and procedures and helps to evaluate the performances of the local departments with respect to human resources affairs.

Formed by the Ministry of Trade and Industry and the Ministry of Foreign Affairs to serve the needs of countries wanting to know more about Singapore's success, the Singapore Cooperation Enterprise (SCE) taps on Singapore's wealth of experience in public sector development. It serves as focal point of access to expertise across Singapore's 15 ministries and 66 statutory boards aiming to open up business opportunities for Singapore-based companies in the private sector.

To meet the development needs of specific countries and markets, SCE works closely with the Ministry of Foreign Affairs and International Enterprise Singapore - an agency under the Ministry of Trade and Industry with presence in over 35 locations worldwide.

Meanwhile, members of the delegation taking part in the Abu Dhabi-Singapore Economic Council meeting have visited the defence and interior ministries, as well as the Singapore Human Resources Agency to have first hand information about the latest practices of those institutions.
