Ministry a big boost for Presidential affairs

Presidential affairs has received a big boost with the creation of a new ministry during the recent Cabinet shuffle. The Ministry of Presidential Affairs was among one of the new ministries set up in the new Cabinet. The ministry was created to offer advice to the President in all matters. Sheikh Mansour Bin Zayed Al Nahyan, who is in charge of the ministry, will be the chief adviser to President His Highness Sheikh Khalifa Bin Zayed Al Nahyan in all issues.

The following tasks of the ministry have been set out in Decree Number 4, issued on November 4, which created the Ministry of Presidential Affairs.

The ministry is created to offer advice to the president in different fields. Its duties are:

Studies any issue ordered by the president and follows its implementation

Conducts studies and research on the strategic objectives of the state

Studies draft laws, decrees, rules and conventions before they are submitted to the President

Follows up performance of ministries and public institutions to ensure they are implementing government policies and programmes and submit the outcome to the President

Develops databases and statistics on different sectors to support strategic decision-making

Studies issues relating to citizenship and offers advice to the President in this respect

Receives correspondences sent to the President

Regulates communications between the different ministries, departments, public institutions and the President

Exercises any other duties assigned by the President.

The minister is the main adviser to the President in everything concerning presidential affairs and will represent the ministry before other state bodies.

All officials recruited at the President's Office and the Presidential Court shall be transferred to the ministry as soon as the decree comes into effect.

The decree cancels Decree Number 4 for 1998 concerning the reorganisation of the President's Office, and the Federal Decree Number 46 for 1973 concerning the Presidential Court, where any entity annexed or affiliated to the President's Office shall be transferred to the ministry. Any text shall be cancelled if it contradicts provisions of the latest decree. It will be published in the official gazette and will be effective as soon as it is issued.

Government sources meanwhile released more details of the new cabinet formed by Federal Decree on November 1. Article 1 of the Federal Decree 51 not only names a new Cabinet to replace the previous one, but also names the newly-created ministries. The new Cabinet is chaired by His Highness Sheikh Maktoum Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The same article merges the Ministry of Education and the Ministry of Higher Education and Scientific Research into one single Ministry of Education. It also merges the Ministry of Electricity and Water with the Ministry of Petroleum and Mineral Resources into one entity referred to as the Ministry of Energy.

The Ministry of Economy and Commerce and the Ministry of Planning are merged by the decree to form the Ministry of Economy and Planning.

Article 2 of the decree states that the Prime Minister shall implement the decree with effect from the date it was issued, and that it shall be published in the official gazette. (The Emirates News Agency, WAM)
