Mohammed bin Rashid amends law concerning security service providers in Dubai

In his capacity as the Ruler of Dubai, Vice President and Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, has issued Law No. 10 of 2014 amending provisions of Law No. 24 of 2008 concerning security service providers and users in the emirate of Dubai.

The new Law replaces Articles II, VI, X, XII of Law No. 24 of 2008. Article II of the new law amends wording indications and definitions of: security service provider, important business sectors, important complexes, important events, security systems, security services and the competent department which is the Department of Protective Systems affiliated with the police.

Article VI of the new law defined the tasks and competencies of the Department of Protective Systems such as setting the terms and fees for license issuance and renewals for security service providers; auditing the records of the service provider, systems and services; taking appropriate action in the light of the outcome of such audit process; and liaising with police security departments to issue security requirements for security systems technical specifications, updates... etc.

Furthermore, Article X of the new law states that the law be enforced in all areas of the emirate of Dubai including free zones and special development areas.

Law No. 10 of 2014 includes an addition to Article IV of Law No. 24 of 2008 concerning the security service providers and users in the emirate of Dubai. The addition obligates owners of important complexes to provide security requirements as per the technical specifications stated in the by-laws of the amended law and the conditions set by the competent department.

The law is effective as from its issuance date and shall be published in the Official Gazette. – Emirates News Agency, WAM
