On behalf of President H.H. Sheikh Khalifa bin Zayed Al Nahyan, General Sheikh Mohammed bin Zayed Al Nahyan, Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces, opened on yesterday at the Emirates Palace here the first regular term of the 16th legislative chapter of the National Consultative Council, NCC.



In a key address to the session, Sheikh Mohammed said confronting and uprooting all forms of terrorism, including money laundering, is a national priority for us "because it is the only viable way of preserving and further enhancing the stability and prosperity we are now enjoying." ""We shall go ahead with restructuring the government body and applying the latest technology to build a knowledge-based society. At the same time we shall strive to eliminate administrative and financial corruption," he stressed.



Below is the full text of Sheikh Mohammed's speech: "It gives me great pleasure, on this occasion, to convey to you the compliments of President H.H. Sheikh Khalifa bin Zayed Al Nahyan and his wishes that you successfully discharge your national responsibilities.



"We are pretty confident that this term will see serious debate on issues related to our country and citizens. We are also sure that you do appreciate the great tasks you are going to handle, notably your duty to convey honestly the expectations and ambitions of the people, and to work with the government in a true spirit of fraternity, solidarity and cooperation for the best interest of the country and its people.



"With the help of Allah the Almighty, and thanks to the wise leadership of our late father, Sheikh Zayed bin Sultan Al Nahyan, may Allah rest his soul in peace, and the efforts of President H.H. Sheikh Khalifa bin Zayed Al Nahyan- the UAE has managed to realise phenomenal development in virtually all aspects of life.



"President H.H. Sheikh Khalifa bin Zayed Al Nahyan, in his capacity as Ruler of Abu Dhabi, has issued, during the last year, a set of decrees that were intended to bring about a quality leap in all aspects of public action. High on top of those decrees was one calling for the creation of an education council for Abu Dhabi to bring the quality of education in the Emirate in tune with the rhythm of progress in the various spheres".



Another decree was issued calling for the creation of an applied technology institute, to be entrusted with establishing technical institutes and training centres offering specialised programmes in the various disciplines of industrial technology. The Institute should also identify the needs of the UAE industry and strive to qualify National cadres for manning these industries.



"President H.H. Sheikh Khalifa bin Zayed Al Nahyan has also set up the Abu Dhabi Committee for Systems and Information, with a mandate of upgrading and streamlining performance of government departments and linking them electronically. Other presidential decrees named the first boards of directors of the National Health Insurance Company and the National Rehabilitation Centre and expanded the mandate of Abu Dhabi Environment Authority to enable it to deal more effectively with the considerable challenges now facing it.



"Yet, the real challenge facing us all is how to implement these decrees and put them into action. We can only succeed in this endeavour if we put the national interest above all other considerations.



"The road to development is a long one, and we still have a long way to go. Therefore, it is the duty of all parties, particularly you, to work yet harder and to interact with the people to ensure a genuine public participation in the development process.



"To this end, the Government encourages the establishment of more industrial enterprises, development of agricultural and animal resources, strengthening of ties between the public and private sectors, supporting the national private sector so as to enhance its contribution to national development, and redressing the labour market imbalances by linking the education output to the development requirements and by continuing with implementation of Emiratisation plans, particularly in the private sector.



"We shall go ahead with restructuring the government body and applying the latest technology to build a knowledge-based society. At the same time we shall strive to eliminate administrative and financial corruption.



"In this context, a decree was issued for the formation of the board of directors of the Emirates Foundation, which is intended to effect a sustainable partnership between the public and private sectors to implement the State initiatives in the areas of education, research and development, community, culture, human resource development, and environment.



"As we stride confidently along the course of national development, we should not underestimate the security challenges. Rather, we should remain vigilant and alert and work as one team to face these challenges, particularly terrorism. Confronting and uprooting all forms of terrorism, including money laundering, is a national priority for us because it is the only viable way of preserving and further enhancing the stability and prosperity we are now enjoying. This, it is needless to say, can only be achieved if all sons and daughters of this country joined ranks and pledged full loyalty to our beloved country.



"All the efforts being exerted and plans and projects being implemented here in Abu Dhabi are but part and parcel of the endeavours being undertaken nation-wide to further develop the UAE and consolidate its unity. "Our leaders are confident that you are trustworthy and will discharge your responsibilities in the best manner.
