New study published on UAE-German relations

The Office of Information Affairs for Sheikh Sultan Bin Zayed Al Nahyan, Deputy Prime Minister, has published a study entitled 'United Arab Emirates and Germany.' The book tries to trace back the historical roots of these relations and the assiduous efforts made by the two countries to push forward these relations, and bring them to the highest level in all spheres 'political, economic and cultural.

The study notes that the UAE has always adopted the principles of friendship and good cooperation in its political and diplomatic conduct, a policy that gives the country a remarkable standing in the international forums. In this context, Germany comes at the top of the UAE's friends, asserts the book.

The UAE-German relations, according to the study, go back to as early as 1884 when Germany showed vital interests in its colonies in East Africa and the Arabian Gulf. Thus joint commercial action has continued to develop between the two countries until World War I, the book confirms.

After the discovery of oil in the UAE, specifically after the establishment of the UAE federation, the leaders of both countries came together to build bridges of communication to achieve common interests, which culminated in the establishment of diplomatic relations between the two countries in the early 1970s, the study states.

It highlights the distinctive bilateral relations between the UAE and Germany in economic and commercial areas as well as the meticulous efforts made by the two countries to enlarge and deepen the scope of these relations and develop them into more comprehensive partnership in all levels 'economic, political, and cultural. The book says that the UAE and Germany share a lot of values and ideals that make it easy to bring about qualitative leap forward in future relations.

The visits three times by the Germany's former president Richard von Weizsaecker to the UAE where he met the late Sheikh Zayed Bin Sultan Al Nahyan and where a special friendship held between the two leaders was example of these distinctive relations, according to the study.

The book gives in detail, the role of President HH Sheikh Khalifa Bin Zayed Al Nahyan in consolidating the UAE-German relations, through his meetings with senior German officials, with the aim to enhance cooperation and establish bilateral relations that reflect the common ambitions of the two countries and their peoples.

In this regard, Sheikh Khalifa received Dr. Luedger Folmer, state minister in the German Ministry of Foreign Affairs in 2000, where the President affirmed the notable progress witnessed in relations and cooperation between the two countries in all levels, according to the book. He also received a German parliamentary delegation and discussed many issues with them, and praised the level of progress in relations between UAE and Germany, the book states.

HH Sheikh Khalifa also received in 2004, Joschka Ficsher, German Foreign Minister, and talked with him about the new developments in the Middle East and Iraq, according to the study, which also mentions that on 12 December, 2004, HH Sheikh Khalifa received Christian Wulff, Premier of Lower Saxony and the delegation accompanying him, where a number of economic and investment projects were discussed.

The study touches upon the visit by German Chancellor Gerhard Schroeder on October, 2003 to the UAE and his meeting with HH the late Sheikh Zayed Bin Sultan Al Nahyan where they discussed the issues of friendly relations and the means to further develop them.

The book says that the visit yielded many cooperative projects, including a declaration of intentions and announcement of three memorandums of understanding in the fields of industry, oil and gas, technology, trade, communications, health, tourism, vocational training, and environment protection. The German Chancellor, the study says, indicated that there were signs of progress that encouraged expanding and deepening channels of bilateral cooperation between the two countries.

The book also devotes some of its space to the visit to Germany by Sheikh Hamdan Bin Zayed Al Nahyan, Deputy Prime Minister, Minister of State for Foreign Affairs, on April, 2004, heading the largest UAE delegation ever to visit Germany, which was considered a remarkable development and a qualitative move in the bilateral relations between these countries, according to the book.

It also states that on that occasion, Sheikh Hamdan Bin Zayed Al Nahyan said: "We look with admiration and esteem to the experience of the Federal Republic of Germany in the field of economic development, and regard Germany as one of successful models from which we have benefited a lot." The book also sheds lights on the UAE-German Joint Committee and its role in advancing relations in all fields.

It concludes that what strengthens the relations between the two countries is not only the economic, commercial, and technical aspects, common politics and shared values also play roles, which can be developed in order to contribute to the world peace and stability.
