The Supreme Council of the Federation ratifies amendments of some articles of constitution
posted on 03/12/2008

The Supreme Council of the Federation has endorsed today in its meeting the amendments of some articles in the constitution.
The meeting was chaired by President HH Sheikh Khalifa bin Zayed Al Nahyan in presence of Vice President and Prime Minister of UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum and Members of Supreme Council Their Highness Rulers of UAE emirates.
As per the amendment of the first article, 'his deputy' is substituted with 'his deputies'. 'One of his deputies' will be 'his deputy'. The new amendment states that one of Prime Minister deputies will exercise and assume all powers of Prime Minister when he is absent for any reason by an order from Supreme Council chairman upon recommendation from Prime Minister.
The amendment of article 62 of the constitution, states Prime Minister, or his deputies, or any federal minister should not indulge in any professional work, commercial, financial or any trade deal with the federal government or local governments while on duty. However, any of above mentioned officials can hold besides membership of the Cabinet, board membership of a commercial or financial company.
As per amendment of the article 72, the membership duration of the Federal National Council (FNC) will be four years instead of two years. Meanwhile, the amendment of article 78, says that the FNC will hold annual ordinary session in period not less than 7 months. It will begin in the third week of October each year. An extraordinary session can be convened, but to look into the raised motion.
The amendment of the article 81 of constitution states that the FNC will have general secretariat to be headed by general secretary and its functions will be specified by the bylaws, which will be enacted by the FNC and issued by the chairman of the supreme council of the federation upon recommendation from the federation supreme council. The amended article 91 of the constitution says that the government will report to the FNC the international treaties and agreements, which are to be discussed by the FNC before their ratification.
These constitutional amendments are effective from the date of issuance and will be published in the official gazette – Emirates News Agency, WAM
