UAE Foreign ministry launches strategic plan

The UAE wise leadership has employed all potentials and capabilities for drawing a meaningful foreign, clear-cut and dynamic policy that propels the country into the ranks of advanced nations in the world and portrays its civilisational face and progress,' H.H. Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister, said yesterday.

'The Ministry of Foreign Affairs forms the external facet of the country and is significantly contributing to achieving the State's goals through its active role in the form of diplomatic representation by its missions and employees in regional and international gatherings and its diplomatic relations with all sisterly and friendly countries in light of the changes and challenges the world is experiencing,' Sheikh Abdullah said while addressing a ceremony held yesterday for launching the ministry's 2011-2013 strategy.

Sheikh Abdullah said the strategy seeks to bolster the ministry's role in delivering the State's objectives at regional and international arenas under the stewardship of President His Highness Sheikh Khalifa bin Zayed Al Nahyan.

'The responsibility of the ministry is tremendous and requires action that enables us to shoulder it properly,' the minister said, outlining major milestones in 2010 including the shifting to the new building, restructuring of the ministry, improving the infrastructure and opening of scores of new diplomatic missions.

According to him, these changes will help the ministry to reach its targets and play its aspired role perfectly. 'You, as we always expect, are going to lead the drive of change and development in this ministry ......... you are the ones who will implement, assess and improve it and accelerate its progress with competency and efficiency,' Sheikh Abdullah said of the ministry human resources.

He urged them to work as one-team and race time so as to achieve the sought development and excellence in delivering the ministry's message and therefore fulfil the ambition of the UAE in taking a prominent place at the regional and international scene.

Ministry Under Secretary Mubarak Al Junaibi told the gathering that was based on identifying gaps and points of weakness and looking into opportunities and challenges. The strategy, he explained, calls for charting a new structure that comprises three key sectors: political, technical and support services.

'Excellence has become one of the government top priorities and we hope through our collective efforts obtain it,' he added.

Dr. Tariq Al Haidan, Assistant Foreign Minister for Political Affairs, said the strategic objectives of the ministry include maintaining crystal political positions that boost the UAE's ties with its regional and international partners and serving its trade and investment interests as a regional powerhouse in human and workers' rights, humanitarian assistance, energy, climate change and environment conservation.

He said that first stage of initiatives under the strategy had been launched months ago and covered the diplomatic mission of top priority.

Under the first stage, he continued, every country will have a three-year plan which engages the ministry, its partners from government and semi-government sectors, Courts of Rulers and Court of Abu Dhabi Crown Prince.

He disclosed that the Foreign Minister has approved a plan the UAE mission in Germany and that 80 per cent of work on ten plans for high priority embassies had been done.

Dr Saeed Khalfan Al Dhahiri, Information System Consultant at the ministry highlighted the gains of the ministry in the area of information system, which includes the electronic archiving, attestation, documentation, electronic employment system, electronic newspapers, daily media monitoring report, daily bulletin service of the dailies' headlines, and linking of the ministry with all its embassies abroad.

He added that the number of visitors to the ministry's website surged from 112, 000 in 2009 to 300,000 in 2010. The number of Emiratis who registered in the "Tawajudi Service", a programme that helps locate Emiratis while abroad, rose to 38, 000 on March 13. Al Dhahiri noted that the website provides 129 services to UAE citizens, foreigners, companies, embassies and public agencies.

Sheikh Abdullah bin Zayed and Dr Gargash at the conclusion of ceremony launched the ministry's website in English language and the website of library of Saif bin Ghobash, which has one of the best library management systems in the world. Sheikh Abdullah also honoured the distinguished staff of the ministry. He awarded the Excellence Shields to Mohammed bin Nakhaira Al Dhahiri, UAE Ambassador to Cairo, UAE Permanent Representative to the Arab League, Ahmed Hamad Mangoush, UAE Consul General in Jeddah and Omar Abdul Rahman Al Tunaiji, Diplomatic Attaché at the UAE Embassy in Tunisia.

Jumma Mubarak Al Junaibi, Undersecretary of the ministry received the award of initiative team for the excellence development programme on the electronic initiative of the ministry. Dr Al Dhahiri was also honoured for his leading personality and high commitment, which contributed effectively to the development programme of the ministry.

The Foreign Minister Award for the Distinguished Work Project went to the project of hosting the International Renewable Energy Agency (Irena) in Abu Dhabi.

The Award of Leading Distinguished Thinking was bagged by Saeed Mattar Al Saire, Rehab Ali Al Mansouri, Rodah Mohammed Al Otaiba, Mohammed Saeed Al Manaei and Mariam Ibrahim Al Balooshi. While the award for the Distinguished Extraordinary Cooperation was won by Rehab Ali Al Mansouri, Khalifa Abdul Rahman Al Marzouqi, Adel Ibrahim Al Marzouqi, Mariam Rashid Al Hosani and Ahoud Abdullah Al Zaabi. - Emirates News Agency, WAM
