UAE and Germany sign agreement on training and security co-operation

The UAE and Germany signed an agreement yesterday on training and security co-operation. The agreement which also provides for cooperation in the area of crime prevention was sealed by UAE Interior Minister General Sheikh Saif bin Zayed Al Nahyan and his German counterpart Otto Schily.

According to the provisions of the agreement, the two countries undertake to prevent and combat serious crimes in addition to combating illegal possession or circulation of weapons, ammunitions, explosives, nuclear, radioactive, chemical and biological materials.

The agreement further commits the two parties to combat infiltration, illegal entry of aliens and human trafficking. The two countries are to become partners in combating crimes such as drugs trafficking, money laundering, currency forgery, e-crimes, economic and financial crimes, auto crimes, intellectual property crimes, piracy and border or air security crimes.

In event that any of the aforementioned crimes has been committed, or being perpetuated in the border of one country against the other, the two countries shall cooperate through the concerned ministries and which include the Ministries of interior, Information and Culture, Health, Finance and Industry in addition to the Central Bank and the Armed Forces. The two parties shall dispatch experts and exchange information in the area of criminal evidence.

The agreement further provides for training and exchange of expertise. Article 10 of the agreement covers aspects related to the security of the documents and the need for travel documents to be forgery-proof.

Other salient aspects of the agreement include a provision, granting any of the parties the right to decline a request by the other if such a request contradicts its national laws or other bilateral or international agreements.

"This agreement reinforces our 25-year cooperation with Germany. It is indeed the hallmark of the achievements that we have made over the years,” said Sheikh Saif in remarks shortly after signing the agreement. Sheikh Saif further told reporters that the agreement did not only outlined a blueprint for cooperation with Germany but also opened new avenues for security cooperation that would serve the interest of both countries.

It will also ease the movement of nationals of the two countries, particularly in view of the technical improvements that would be introduced to travel documents. For his part, the German Minister underlined the importance of the agreement which, he said, outlined the framework for cooperation between security and police organs in the two countries.
