UAE and Russia sign agreements

In the presence of President H.H. Sheikh Khalifa bin Zayed Al Nahyan and Russian President Vladimir Putin, UAE and Federal Republic of Russia signed at Al Mushrif Palace yesterday, a number of agreements and Memorandums of Understanding in the fields of Crime prevention, air services, standardisation and metrology, political consultations, space science for peaceful purposes, and banking.

UAE and Russia signed an agreement for cooperation in the field of counterterrorism, prevention of organized crimes, money laundering and other forms of dangerous crimes. The agreement calls for cooperation between the Interior Ministries of both countries to achieve this goal. The agreement was signed between Lt. General Sheikh Saif bin Zayed Al Nahyan, Minister of Interior and Russian Minister of the Interior General Rashid Nurgaliyev.

The agreement stipulates that the governments of UAE and Russia, as part of their desire to enhance the friendly relations between them, and their understanding about the danger posed by crimes and the damaging effects of such crimes on the economic, social and political fabric of the human society, and in line with the keenness of both countries to bolster cooperation in the field of prevention of all forms of crimes, protecting the law and order and guaranteeing human rights and freedom, the two countries agree to set up cooperation in the field of counterterrorism.

This agreement calls for exchange of information about terrorist organizations and entities as well as their schemes, plans and financing, illegal smuggling of arms and ammunition, explosives and radioactive weapons, weapons of mass destruction and their manufacturing technology.

The agreement also calls for cooperation between the competent authorities in both countries for monitoring, discovering and foiling planned crimes, especially the crimes of violence against persons and properties, terrorist activities, financing of terrorism, corruption, organized crimes, illegal trade of arms and ammunition, smuggling of poisonous and radioactive commodities, human trafficking, trafficking of narcotic drugs, economic crimes, money laundering, IT related crimes, crimes related to fake currencies, forgery of documents and bonds, crimes involving copyright, stealing and smuggling of antiques and archaeological artefacts, smuggling of vehicles as well as all other forms of crimes infringing the security and stability of the society.

The agreement also provides for convening meetings and consultative sessions to streamline this agreement of cooperation.

Another agreement was signed pertaining to air services and air transport, whereas the agreement stipulated tax exemption for national air carriers.

The agreement was signed between Sultan bin Saeed Al Mansouri, Minister of Governmental Sector Development and Russian Minister of Transport and Communications Igor Levitin. The technical MoU on specifications and standards between the UAE and Russia was signed on the UAE side by Dr. Mohammed Khalfan bin Kharbash, State Minister for Financial Affairs and Industry, while it was signed on the Russian side by Alexander Sultanov, Deputy Russian Foreign Minister.

The agreement on the settlement of erstwhile Soviet Union debts was signed on the UAE side by Yunis Hajji Khoori, Undersecretary of the Ministry of Finance and Industry and on the Russian side by Sergei Storchak, Russian Deputy Minister for Finance and Industry.

The Ministries of Foreign Affairs in both countries signed the MoU on political consultations. It was signed by Dr. Tariq Ahmed Al Hayden, Undersecretary of the Ministry of Foreign Affairs on the UAE side and by Deputy Russian Minister, Alexander Sultanov.

It called for holding talks and consultations regularly on all bilateral relations in Abu Dhabi and Moscow, exchange of views in regard to the regional and international issues at the two capitals, or at sideline of any conference attended by the two sides. The meetings will be held between the two countries as per prior agreement between the two sides at the level of ministers, or undersecretaries, or directors of competent authorities at the ministries of Foreign Affairs.

They both stressed that the MoU is not dubbed as an international agreement. It is effective from the signing date with two year validity. The MoU will get renewed automatically unless one side informs the other officially on terminating it. The termination of MoU will be effective after six month from notification.

The two countries signed MoU on Earth remote sensing from space, satellite marine communications and launching of satellite services between the UAE and Russia, development of satellite technology and development of infrastructure.

An agreement was also signed between the National Bank of Abu Dhabi and the Russian Development Bank for Foreign Activities to boost commercial and financial co-operation between the two countries. (Emirates News Agency, WAM)
