UAE calls for holding international conference on anti terrorism

New York - UAE has expressed its support for holding an international conference under auspices of UN on developing and activating legitimate framework and international law to combat the international terrorism.

The remark was revealed in a speech delivered yesterday here by Majid Ali Mohammed Al Mansouri, member of UAE delegation, at the UN session on measures to eradicate the international terrorism. The session was held by the sixth committee of the General Assembly under which falls the legal affairs.

"Despite resolutions, agreements, legal and major political arrangements taken by the international community over the last decades to combat all sorts of terrorism, yet regrettably the phenomenon has recently surged and taken dangerous shapes in regard to the international security and peace as terrorist groups resort to use the most destructive weapons equipped with the latest technology to attack economic and sensitive strategic centres to inflict greater losses among innocent civilians irrespective of their nationalities", he added.

Mansouri noted that UAE backs great efforts being exerted by UN to mobilise international efforts to execute advanced international strategy to combat this dangerous phenomenon, indicating that "we reiterate these efforts should in to account execution of practical and effective steps that are not only confined to besiege and track down perpetrators and financers of the terrorist acts, but also studying the root causes and motives of the terrorism".

He added that the study of phenomenon should include occupation of territory, repression, economic, political and cultural coercion and racial segregation that have considerably contributed in creating an environment for germination of radical ideas that feed terrorism.

Mansouri stressed the position of UAE for holding a high-level international conference under patronage of UN to regulate combat of terrorism, adding that the holding of this conference should not be linked to finalising of promulgation of the comprehensive draft agreement on terrorism.

He said that the international community should clearly define terrorism to draw a line between it and struggle against occupation and self determination as stated by UN Charter, international resolutions and human rights protocols.

Mansouri briefed the session on the legal measures taken by UAE to boost its anti terrorism programme, noting that the UAE has set up the National Committee for anti terrorism pertinent to Security Council resolutions 1373 and 1267. UAE also issued in 2003 a federal law on anti terrorism crimes.

He added that the UAE Government has enacted legislations and procedures to monitor and freeze banking operations, accounts and investment deposits suspected in financing terrorist activities. It has intensified control at the border checkpoints.

Mansouri said the UAE has issued laws that banned terrorism or exploitation of UAE land, space and waters, including laws that banned any illegal work related to terrorism, citing that the federal law on money laundering of year 2002, drug trafficking law, mercenaries, weapons and illegal exploitation of natural resources as examples.
