posted on 08/02/2010

New York - The United Arab Emirates has called for the International Political Will to promote the concept of social inclusion and improve the living conditions of families and individuals in poor countries affected by natural disasters and armed conflicts.
Naji Al Hai Mubarak, Executive Director of Social Development in the Ministry of Social Affairs, who heads the UAE delegation participating in the 48th session of the United Nations Commission for Social Development, currently being held at UN headquarters in New York, assured that the UAE believes that man is the real wealth of the nation and that the development of human resources and complete social care for all segments of society are essential elements for social development based on equality, justice and welfare at local and global levels.
He pointed out that the UAE very much cares about development of all segments of society, particularly women, children, youth, elderly and persons with disabilities on the basis of articles of UAE constitution which affirms the necessity to care of children and mothers, minors and other persons who are incapable due to illness or old age, compulsory unemployment and others.
He said that the UAE has made significant progress in implementing the Federal Government's strategy for the years 2008 - 2010 which achieved overall sustainable development and promoted the concept of social welfare to the concept of social development and expansion of collaborative action and participation by all groups and sectors of society.
He noted that the elderly people in UAE enjoy respect and appreciation which come from traditions that promote the values of extended families and establish respect to older persons, adding that the UAE is to develop a legislative basis to ensure a decent life for older persons within their social environment and their families, providing social security, financial subsidy including pensions as well as institutional services and provide them care, health services and adult education.
The UAE Federal Law laid the foundations to enable integration of persons with disabilities in society in general ranging from education to rehabilitation, health and employment so as to guarantee them equal opportunities to learn in all educational institutions, vocational rehabilitation and the right to work, vote, nominate and be selected for jobs and community centres.
Knowing that proper education is the most important pillar of youth preparation plans to actively participate in the development of society, the UAE tended towards providing free education to all levels including universities, colleges and technical institutes besides developing curricula to prepare young men and women to work in jobs and occupations that are compatible with national development plans.
Al Hai said that the UAE has paid special attention to juvenile and delinquents and had established special centres to deal with their situations under the supervision of specialists, psychologists and social workers so that they can return to normal life in society.
He mentioned that the UAE is keen to extend its development programs for vulnerable families, particularly those where women constitute the main source of income. He added that poverty eradication plans should include programs to provide adequate housing through government housing programs that provide housing for young people or giving them lands and financial subsidies and soft loans to build their homes. - Emirates News Agency, WAM
