UAE calls for permanent Arab seat in UN Council

NEW YORK: The UAE on Monday night reiterated its support for the allocation of a permanent seat for the Arab Group in the Security Council. It said the permanent seat should be filled by Arab countries on a rotating basis in accordance with the practices applied in the League of Arab states.



The UAE's proposal came in an address by Ambassador Abdulaziz Nasser R. Al Shamsi, permanent representative of the UAE to the UN, to the joint debate of the 59th Session of the General Assembly entitled "The Question of Equitable Representation" and "Increase in the Membership of the Security Council and Related Matters."



The UAE said the enlargement of permanent and non-permanent membership of the Security Council should be consistent and approved of by at least two-thirds of the members of the General Assembly.



"Any future composition of the Security Council must reflect better representation of developing countries based on equitable geographical representation in order to enhance political balance in the Council," noted Shamsi in his address.



In the event of an agreement on the increase of seats of permanent members in the Security Council, the UAE envoy maintained, such seats should go to countries which have truly demonstrated, in their relationship with the United Nations, the ability to discharge their primary responsibilities, such as maintenance of international peace and security, and to fulfil the purposes and principles of the charter in the economic, social, political and cultural arenas.



The UAE further reaffirms its support for the establishment of controls and criteria for the use of veto in order to ensure the impartiality and objectivity of the Security Council in the decision-making process, and in the use of its prerogatives and powers while addressing pressing global issues "which require urgent intervention for stopping blood shed, and the protection of civilians and their possessions in accordance with the principles of the Fourth Geneva Convention of 1949 on the protection of civilians and their possessions in time of war.



A comprehensive and objective evaluation for the work of the council, Shamsi said, must be carried out, on a regular basis, in order to strengthen its ability to identify the nature of challenges facing it.



"In this connection, we emphasise the importance of strengthening co-ordination and co-operation between the Security Council and the General Assembly, as well as with other regional organisations, to improve and strengthen the ability of the council to confront the existing disputes and conflicts, and to contain their serious implications," he said.
