UAE calls the international community to implement outcome of international reports on development

New York - The UAE urged the UN and the international community to give practical effect to the outcome and recommendations of the international conferences held by the UN on development. This came in a statement delivered by Mansour Mohammed Aljuwaied, Member of the delegation of the United Arab Emirates before Second Committee/General Assembly.



Following is the full text of the statement: - Mr. Chairman, At the outset and on behalf of the delegation of the United Arab Emirates, it gives me great pleasure to congratulate you on your election as chairman of this important committee, and we wish you success. I also wish to thank your predecessor for his good management of the last session.



The delegation of the UAE also wishes to thank the Secretary General for his valuable and comprehensive reports on the items of the committee's agenda. We also associate ourselves with the statement delivered by the distinguished representative of Jamaica on behalf of the Group of 77 and China.



The international reports on development indicate that the benefits of the economic growth and the progress made in the areas of science and technology had only reached a very small group of the world's population.



On the other hand, most of the peoples of the world continue to suffer from hunger, poverty, chronic diseases, and unemployment in addition to armed conflicts, terrorism and foreign occupation, all of which pose great threat to the international peace and security and impede sustainable development which we all strive to realize.



Therefore, the UAE reaffirms the importance of development as one of the most important issues of our time and the way to achieve security, stability and welfare for all peoples of our world. In this respect, as we welcome the positive initiatives made by some developed countries towards providing direct development assistance and lifting the debts of some poor countries, we call for the speedy implementation of all the recommendations and resolutions of international conferences and summits on development, especially the Monterrey Conference, the Johannesburg Summit, the South Summit of Doha held in 2005, and the outcome document of the High Level Meeting of the General Assembly.



According to latest international estimates, the UAE has made great achievements in the areas of social and economic development. This was accomplished through the national development strategy adopted by the government which focused on rational and efficient use of oil resources and building the infrastructure required for developing other economic sectors especially agricultural, industrial, commercial and services, which are aimed towards the diversification of national sources of income, expansion of production and minimizing the reliance on oil as the only source of income. As a result, the contribution of non-oil sectors in the national gross income has increased to 67% in 2004 compared to 54% in 1990.



The development policy has focused on the following economic areas: 1)Enhancing the effectiveness of the role of the private sector in the achievement of economic development by providing it with direct and indirect support, creating a favourable environment for investment, building the infrastructure required for the society, and encouraging small businesses.



2) Focusing on the development of human resources as the primary objective of all activities aimed to the achievement of economic and social development as well as ensuring the political and economic stability and security.



It has also provided education, social and health care and equal job opportunities to all categories of society, including men, women, and persons with special needs, handicapped persons and the elderly persons.



3) The UAE was ranked forty first on the HDI according to UN Human Development Report for 2005 compared to forty sixth in 2004.



4) The UAE has taken great strides in the area of application of modern technology in the fields of management and production. The application of the concept of electronic government has saved the government time and effort and increased production. Furthermore, the wide application of the internet has contributed to enriching the knowledge of large sectors of the society.



5) Protecting the environment through the inclusion of an environment dimension in the national plans for the diversification of economy with a view to protecting the environment according to the 21st century agenda.



6) Contributing to the international partnership and regional and international efforts towards the achievement of development through bilateral, regional and international economic conventions, in addition to extending financial and in-kind assistance to many developing countries and countries affected by conflicts and natural disasters. The contributions by the UAE in ODA amount to approx. 4% of its national gross income as in 2004, most of which was given in the form of grants. The UAE is considered one of the biggest job markets attracting foreign labour which represents a substantial source of financing, through remittances, to their countries.



In conclusion, we hope that our deliberations will succeed in reaching effective and viable solutions to global economic problems through an international equitable economic and financial system, capable of bringing prosperity for all peoples. (The Emirates News Agency, WAM)
