UAE committed to continue providing assistance to Palestine

New York: The United Arab Emirates has renewed its commitment to continue providing humanitarian and development assistance to the Palestinian people and the Palestinian Authority.

This came during a speech made yesterday by Ambassador Ahmed Al - Jarman, UAE Permanent Representative to the United Nations before the 66th Session of the UN General Assembly on item 70: Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance; Assistance to the Palestinian people.

Al Jarman said the UAE is one of the major contributors to the immediate humanitarian assistance and development projects, as well as to the direct budget of the Palestinian Authority. Our contribution in 2011 amounted to 34 million dollars earmarked to support the government and development projects.

Below is the full text of Ambassador Al Jarman's statement:

Thank you Mr. President, The annual reports of the Secretary General on this item demonstrate an increase in the number of people in need of humanitarian assistance in many areas in the world due to the increase in disasters caused by natural phenomena, climate change and continued conflicts and violence. Despite the solidarity and quick response from the international community to confront such disasters, the challenges facing the International humanitarian activities remain big and numerous, requiring more resources, international efforts and cooperation. In this context, we commend the key role played by the United Nations, especially OCHA, in the mobilization and coordination of international humanitarian activities to provide immediate humanitarian response in affected developing countries and assist them in the recovery and rebuilding their societies. We emphasize the importance of supporting the efforts of the international Organisation in all possible ways, especially in providing the necessary and sufficient financial support for its bodies and funds concerned with humanitarian and development activities, and ensuring the security and safety of the humanitarian workers in conflict zones.

Mr. President, The experiences and practices of some countries in responding to humanitarian crises, had underscored the importance of building and strengthening national capacities and preparedness to deal with disasters, as a key factor in reducing human losses and achieving quick recovery, as was stated by Hugo framework and reaffirmed in the final document of Rio+20. In this regard, the UAE stresses the necessity of integrating disaster risk reduction strategies, capacity building, quick efficient response and recovery, into Sustainable development plans of developing countries and the allocation of efficient resources for it. The UAE has attached high importance to integrating strategies of disaster risk reduction and strengthening local capacities in its national comprehensive development strategies, where the Government has adopted a strategy of prevention and early preparedness and established the National Emergency, Crisis and Disaster Management Authority to ensure its implementation.

The UAE is one of the major partners in the international partnership for development and helping affected countries from natural disasters, climate change and armed conflict, in addition to providing direct immediate relief humanitarian assistance for affected countries, as well as humanitarian initiatives and global development projects implemented in coordination with the UN bodies and other international partners.

The UAE has been rated eighth among the highest donors for humanitarian assistance between 2009- 2012, as measured in comparison to JDI, according to the UN Financial Tracking Service. The Official Development Assistance contribution by UAE during 2011 totalled 0, 22% of the JDI, of which 8.1% was allocated for humanitarian development assistance donated as grants and loans for humanitarian, charitable and development programs in more than 30 countries all over the world, within the principles of neutrality, humanitarianism and non discrimination.

The UAE contributes in a major way in the international efforts to maintain the stability and achieve development in countries emerging from conflicts and vulnerable countries, through its participation in international groups concerned with rebuilding the capacities of developing countries affected by armed conflicts and natural disasters and supporting their economic and social institutions and infrastructure, such as "The group of Yemen friends", The group of Pakistan friends" the Contact Group on Piracy off the coastlines of Somalia" and the international partnership to rebuild Afghanistan, and the. Furthermore, the UAE was one of the first countries that responded to the earthquake disaster in Haiti, the crisis in Libya and the food crisis in the Sahel in Africa.

Mr. President: The UAE is gravely concerned about the deteriorating economic and humanitarian conditions of the Palestinian people in the Occupied Palestinian territories resulting from the continued Israeli occupation and the policies of aggression and closure, especially in the Gaza Strip, which is still subjected to the siege imposed by the Israeli occupying forces for years, and the brutal attacks it endured lately. The UAE renews its demand from the international community to compel Israel, the occupying power, to lift its blockade of the Gaza Strip, immediately and facilitate the delivery of humanitarian assistance to the people, end its occupation of the Arab lands. We further urge the donor countries to continue their assistance to the Palestinian people and government in anticipation of the end of the Israeli occupation of their land and the establishment of their independent state.

The United Arab Emirates is committed to continue providing humanitarian and development assistance to the Palestinian people and the Palestinian Authority. The UAE is one of the major contributors to the immediate humanitarian assistance and development projects, as well as to the direct budget of the Palestinian Authority. Our contribution in 2011 amounted to 34 million dollars earmarked to support the government and development projects. In this context, we reaffirm our support to UNRWA and stress the importance of its role in helping the Palestinian people in the occupied territories and that UNRWA workers and assistance should have easy access to the Palestinian refugees in all areas of its operations, which necessarily requires providing it with sufficient financial support in order for it to continue its humanitarian and developmental activities in the area. - Emirates News Agency, WAM
