UAE confirms its support to Afghan efforts for achieving national unity and stability

New York: The United Arab Emirates last night stressed the importance of focusing the international action on accelerating the work of the implementation mechanisms of the national comprehensive development strategy of Afghanistan, in order to develop the capacities of the key sectors in Afghanistan to enable them to meet the needs of its people, and consolidate peace, development and stability in all its provinces.

Ambassador Ahmed Al-Jarman, UAE's Permanent Representative to the United Nations addressing the 67th Session of the United Nations General Assembly on item 38 entitled "the Situation in Afghanistan", expressed the state's satisfaction for the relative improvement achieved in the institutional structures of Afghanistan during recent years, including areas of security and reintegration.

He confirmed that UAE's support to all Afghan efforts aimed at expanding the process of constructive and inclusive Afghan-led dialogue and reconciliation, including all elements of the Afghan people and their political parties in this process, in order to achieve national unity and stability and long-term development in Afghanistan. "We also support the good offices made in this regard by the Special Representative of the Secretary-General, the Mission of Norway and the Joint Afghan-Pakistan Committee for Reconciliation and Peace," he added.

Following is the full speech of Al-Jarman, Mr. President, While we express our great satisfaction for the relative improvement achieved in the institutional structures of Afghanistan during recent years, including areas of security and reintegration, Afghanistan still faces major challenges, for which the responsibility of addressing them lies upon the Government of Afghanistan and the other Afghan parties.

The UAE, which supports the draft resolution before the General Assembly on the situation in Afghanistan, confirms its support to all Afghan efforts aimed at expanding the process of constructive and inclusive Afghan-led dialogue and reconciliation, including all elements of the Afghan people and their political parties in this process, in order to achieve national unity and stability and long-term development in Afghanistan. We also support the good offices made in this regard by the Special Representative of the Secretary-General, the Mission of Norway and the Joint Afghan-Pakistan Committee for Reconciliation and Peace.

In this context, we emphasize the need for the international community to adopt an innovative approach in providing more inclusive development, economic, logistical and technical support to Afghanistan. This inclusive support should be under the supervision of the United Nations and in cooperation with international organizations, donor countries and other concerned parties in order to promote stability, strengthen national capacities and solve the internal problems of Afghanistan as well as organizing, reforming and developing its national institutions. This will enable the national institutions of Afghanistan to carry out its full responsibilities, meet the needs of its people, consolidate security and enhance law enforcement in the country. In this regard, we welcome the gradual transition of security tasks to the Afghan Security Forces in accordance with the Kabul process, especially in areas of extending their sovereignty over all regions of the country, preserving national security and achieving economic and social development by the time of the withdrawal of most foreign troops from Afghanistan in 2014.

We would also like to stress the importance of the regional role in achieving security and stability in Afghanistan, which includes implementation of an inclusive package of security cooperation and confidence-building measures, and multilateral support in several areas such as reconstruction, health, education, countering terrorism '&' extremism, and production '&' trafficking of drugs in Afghanistan. We also look forward to implementing further initiatives of cooperation between Afghanistan and neighbouring countries in areas of security, economy and trade and, in this context, we welcome the ongoing bilateral cooperation between Afghanistan and Pakistan.

Mr. President, The UAE stood by the Afghan people from the very onset of their crisis, and continued over the last ten years to provide political and economic support to Afghanistan, through direct bilateral cooperation and as part of the international community, with a view to supporting the implementation of infrastructure projects in Afghanistan, including the economic recovery projects and the reconstruction and rehabilitation programs in health, agricultural, social and security sectors. We also support the other multilateral charitable projects aiming at restoring security and stability in all parts of the country, reducing the suffering of its people, and improving all aspects of their life.

The total contributions made by the UAE Government to Afghanistan since year 2000 towards advancing its economy stand around U.S. 272 million dollars, in addition to private assistance from UAE humanitarian foundations such as the Sheikh Khalifa Foundation, which extended in collaboration with Bill and Melinda Gates Foundation, an estimated contribution of US$100 million dollars earmarked for the immunization program for the Afghan Children. Also during the month of July last year the UAE announced a financial grant of U.S. 250 million dollars, 80% of which is earmarked to financing building of houses for Afghan people, including widows, orphans and the disabled, and also for financing other development projects and rehabilitation of a number of institutions in Kabul and other provinces. The UAE also participated in the implementation of several government and non-government projects in Afghanistan, including the construction of training centres, road projects, and rebuilding the infrastructure, particularly in areas of education, rural development as well as demining project in Kandahar, which is expected to be completed within four years at a cost of U.S. 28 million dollars. The UAE also contributed to the international military efforts through the International Security Assistance Force of the North Atlantic Treaty Organization (NATO) for the purpose of reconstructing Afghanistan and providing support and assistance to the its people.

Mr. President, in conclusion, while we highly appreciate the great efforts made by the International Security Assistance Force in Afghanistan, under the command of NATO and the United Nations Assistance Mission in Afghanistan (UNAMA), as well as other partners of the international community for restoring security and stability in Afghanistan, and improving the quality of life of its people, we call for focusing the international action on accelerating the work of the implementation mechanisms of the national comprehensive development strategy of Afghanistan, in order to develop the capacities of the key sectors in Afghanistan to enable them to meet the needs of its people, and consolidate peace, development and stability in all its provinces, including the restoration of the natural role of Afghanistan in the region as well as the international community. - Emirates News Agency, WAM
