UAE pledges to continue its commitment in fighting terrorism

New York - The United Arab Emirates last night vowed to continue its obligation in enhancing measures to eliminate international terrorism in conformity with relevant international resolutions, especially the UN Security Council resolutions No. 1373 and 1267.



This came in the statement delivered here by Ahmed Juma Almarashda, Member of the Delegation of the United Arab Emirates to the 60th Session of the General Assembly of the United Nations before the Sixth Committee.



Following is the full text of the statement: - "Mr. Chairman, On behalf of the delegation of the United Arab Emirates, it gives me great pleasure to begin my statement by congratulating Your Excellency on your election as Chairman of this Committee and wishing you and your bureau every success in directing its activities.



I also would like to thank your predecessor for his efforts in managing the activities of this committee, and to express our appreciation to the Secretary-General for his valuable reports on the topics of this committee which will positively contribute to deliberations of this committee on strengthening international efforts aimed at combating terrorism.



Meanwhile, I would like to offer, on behalf of the Government and the people of the United Arab Emirates, our deepest condolences and sympathies to the Government and people of Indonesia and to the families of the victims of the terrorist bombings that recently took place in Bali.



I also wish to associate myself with the distinguished representative of Yemen on his statement delivered on behalf of the Organization of the Islamic Conference.



"Despite the huge efforts made by the U.N. throughout the last 60 years for strengthening the goals of international peace and security and achieving stability and development, our societies still suffer from various threats, most dangerously is the terrorism phenomenon whose negative and destructive impact is not only confined to its targets, but also threatens the sovereignty, security and stability of our communities and their development plans. This makes it imperative for us now more than ever to strengthen our regional and international efforts aiming at facing this plague before it spreads and aggravates.



"While we renew our support for all proposals and efforts aimed at reinforcing international cooperation in the area of combating terrorism according to the relevant international resolutions, we emphasize the importance of developing these efforts and pursuits in the framework of international law and relevant protocols on human rights in order to ensure a transparent and non-selective approach in combating terrorism.



"We also wish to affirm that averting danger of terrorism requires combating all forms and manifestations of terrorism including the state terrorism which violates the right of people to self-determination.



It also requires facing all negative practices associated with this phenomenon including attempts made to associate terrorism with a certain religion or culture or society. We also renew our support for the proposal calling for organizing an international convention, under the auspices of the U.N., for providing a clear definition for terrorism and differentiating between terrorism and the legitimate struggle of people under foreign occupation according to the principles of the UN Charter and relevant legal resolutions.



"The UAE, which has always affirmed its long standing and principled stance towards terrorism through its firm condemnation of all acts of terrorism including acts of kidnapping and killing civilians and terrorist bombing of tourist and civil establishments in many countries of the world, confirms its determination to continue its commitment towards strengthening measures to eliminate terrorism according to the relevant international resolutions including Security Council Resolutions 1373 and 1267.



"To this end, the UAE has taken certain legislative, legal and supervisory measures which included the establishment of a national counter terrorism committee comprised of all ministries, placing control over banking transactions and transfers as well as borders and immigration. Measures also included freezing a number of bank accounts suspected of being associated with terrorist groups, the enactment of a law combating money laundering, strengthening cooperation and exchanging information with other governments and international organizations especially the Interpol, and accession to the UN treaties and conventions on terrorism, the latest of which are the International Convention for the Suppression of Terrorist Bombings and the International Convention for the Suppression of Terrorism Financing.



"The United Arab Emirates, which considers terrorism as one of the greatest transnational challenges of the 21st Century that requires strengthening of all measures related to combating it, welcomes the adoption of the International Convention for the Suppression of acts of nuclear terrorism by the General Assembly, which was opened for signature a few days ago.



At the same time, we hope that our consultations on the draft international convention on combating terrorism will lead to a consensus on how to confront this problem in a systematic approach.



In this connection, we declare our support for the proposal made by the Kingdom of Saudi Arabia for establishing a centre for combating terrorism to contribute vitally and effectively to the existing counter terrorism mechanisms. In conclusion, we hope the consultations of this committee will lead to achieving concrete results in realizing the aspirations of our people towards achieving security, stability and development.
