UAE to usher in Government of Excellence by 2008

A radical project to transform the UAE's federal ministries into a "Government of Excellence" will be launched shortly, a top official told Gulf News. The plan, in line with similar projects implemented in several developed countries, will take two years, Sultan Al Mansouri, Minister of Governmental Sector Development, said in an exclusive interview.

A new portfolio, the ministry is in charge of executing the 3-phase plan, which aims "to comply with the international standards of excellence in conducting transactions in the government, minimise wastage of time and energy, enhance efficiency and fight corruption," Al Mansouri said.

"Two years from now our Government of Excellence will be functioning. The two main features are to have a transparent programme of performance in every transaction and building the e-government and linking departments," he said.

The plan will be initiated in May with the help of an international consultancy firm. "Once the plan is implemented in all government institutions, we will start monitoring and assessing for fine tuning. Citizens will feel the impact at this stage." The minister said fighting corruption was a goal of the new plan although the UAE is known to have a good record in this regard.

The UAE, which ranks 30th in the 2005 Transparency International Corruption Perception Index, is striving to get a top score in the index following the enforcement of the new government procedures. Al Mansouri said the transformation of the federal government, which employs 45,700 people, would be achieved through "changing attitude and work environment with great emphasis on minimising queues and enhancing online transactions."

Ministers to draft mission and strategies

Phase 1: Starts in May. An international consultancy firm will start a three-month analysis. During this phase ministers will be preparing the mission of their ministries and setting the objectives and strategies.

Phase 2: Setting of plans to implement the required changes.

Phase 3: Implementation of the plan in ministries and work places nationwide. (Gulf News)
