New York - The UAE urged the international community to take all necessary measures to protect children who live in the developing countries which suffer from poverty, conflicts and foreign occupation and provide them with the necessary care as stated in the provisions of the treaty on the Child's Rights and the international human laws.

This came in a statement made by Amna Ali Hamad Al Muhairi, Member of the UAE Delegation before the Third Committee on Promotion and Protection of Rights of Children.

"The UAE has adopted a comprehensive development policy based on the conviction that the human being is the real wealth for the country and, that children and youth are the most important asset for the future. Therefore, the state has put laws and took necessary measures to ensure the protection of the child's interests and prepare him as best as possible for the future, she said.

In the meantime, she added, the UAE demonstrated keen interest in contributing to the international partnership in creating a more secure and caring world for children, through the launch last month of 'Dubai Care' campaign which aims in its first phase to secure education for one million children in the developing countries with special emphasis on Asia and Africa.

"On the local level, the relevant parties signed last April an agreement to extend the program on children jockeys in the UAE in collaboration with UNICIF as a step to enhance previous steps and measures taken by my country to combat all forms of human trafficking in compliance with the federal law on camel racing which was issued by President H.H. Sheikh Khalifa bin Zayed Al Nahyan, in 2005 to ensure the protection of children from any form of exploitation. The law prohibits the involvement of persons under the age of 18, of either sex, in camel races", she explained.

"My country has accomplished great achievements in the areas of caring for children and protecting Rights of the Child such as the reduction of infants and children under five year's mortality to eight per one thousand, which is considered one of the lowest rates worldwide, and 95 per cent of children are immunized against childhood diseases, and polio and Malaria have been completely eradicated.

The rate of enrolment in elementary schools for both sexes, has reached 86 per cent as indicated in the 2005 UN HD report. Provision of social care for orphans and children of unknown parents.

"The application of state of the art in means and methods for the rehabilitation and caring for disabled children and those with special needs, and providing them with medical, social and psychological care to equip them with skills necessary for them to live a dignified and productive life.

The UAE, she continued, has one of the biggest centres for Autism in the Middle East. The establishment of different centres for children such as the centres for social support to protect and assist abused or neglected children as well as specialized centres for the reformation of delinquents in accordance with the most advanced methods of rehabilitation to help reintegrate them within the general social life", Al Muhairi noted.
