UAE urges world to pressure Israel to comply with Geneva conventions

New York - The UAE has voiced its deep concern over Israel's gross violations of human rights on the Palestinian territories and called on the international community to take adequate measures and apply pressure to make Israel comply with the Geneva Convention on protection of civilian population during war.



'We are deeply alarmed at the serious violations of human rights committed by the Israeli Government against Palestinians as well as Arab population at the Syrian Golan, demonstrated in mass and extra judicial killings, arbitral arrests, displacement, confiscation of properties and systematic destruction of infra-structure, contrary to its legal obligations stated in the resolutions of the Security Council and the General Assembly, particularly those adopted by the 10th emergency session of the General Assembly,' said Ibrahim Al Naqbi, Member of the UAE Permanent Mission at the UN on Thursday.



He told the UN six committee on legal affairs that the International Court of Justice has issued an advisory opinion on the legality of the separation wall, established by Israel in the West Bank, affirming the applicability of Geneva Conventions and its Additional Protocols to the Arab and Palestinian territories occupied by Israel since 1967 including East Jerusalem, Syrian Golan, and Shaaba farms.



'For that reason, It is imperative for the international community, including the United Nations and influential states in the Security Council, as well as the depositary state of Geneva Conventions and their Protocols, to fully discharge their responsibilities concerning the placement of the necessary pressure on Israel, to compel it to fully implement the provisions of the above conventions on the Palestinian and Arab territories under its occupation, and in order to affirm the universality and applicability of these conventions,' he said.



Following is full text of address: "During the past few years, and as result of armed conflicts and acts of violence and terrorism that have erupted in various regions, the world witnessed unprecedented scenes of killings, destruction, terror, rape, looting, and displacement, which targeted the most vulnerable people in society, those who lacked effective protection such as children, women, refugees and internally displaced persons.”



"A quick review of reports and studies carried out by Fact-Finding Committees and Groups, formed in the wake of these human crises, showed that civilians and national institutions were not the only target of the perpetrators of those illegal acts, who are equipped with the most modern weapons. International humanitarian agencies, which are protected by international and humanitarian laws, were targeted too, and their staff were prevented from having access to persons affected in armed conflicts for providing them with the necessary medical services and food aid, in violation of the international human rights conventions, including the four Geneva Conventions of 1949, which prevent direct and indirect warring parties from violating the human rights of civilians, or destroying their possessions, especially during the time of war and conflicts, regardless of the causes and motives of such conflicts.”



"Mr. Chairman, Despite the fact that the United Nations has adopted a set of measures and resolutions aimed at putting an end to such serious violations, which pose a grave threat to the future of areas of conflicts as well as to the whole of humanity, some of those measures have repeatedly failed in preventing and containing these violations, leaving a negative impact on international peace and security. Moreover, the endeavours of people towards achieving development and stability were also affected.”



"Therefore, we emphasize the need for the establishment of multilateral mechanisms for implementing the four Geneva Conventions and their two Additional Protocols, and for monitoring violations committed by warring parties in respect of these conventions. Furthermore, a transparent and non-discriminatory policy for the identification, pursuit, and execution of perpetrators of war crimes and other acts of genocides, including serious violations to the international humanitarian law, should be established in order to ensure law enforcement, promotion of the principals of transparency, tolerance and reconciliation among people, and advancement of reconstruction efforts in the post conflict countries.”



"Aiming at promoting the respect for human rights and the protection of human dignity and interests, the United Arab Emirates, a ratified state to the above conventions, has adopted plans for incorporating international humanitarian law in its national legislations and laws, with a view to promoting respect for the human rights of women, children and elderly people in its society. Furthermore, the UAE has modernized its civil defence systems, and promoted public awareness of the basic rights and duties of its citizens through educational curriculum and local media. Additionally, substantial contributions were made by the Government of the United Arab Emirates, through the UAE Red Cross Society, in supporting the international efforts aiming at alleviating the suffering of people affected by wars and violations of human rights across the world.”
