UN pledges support for development activities

The various agencies of the United Nations will provide support to the UAE in areas of social and economic protection among other issues in 2003, it emerged at the conclusion of daylong deliberations during the UN Retreat in Abu Dhabi on Monday. The main areas of activities will encompass environmental protection, economic development, institutional development in the areas of e-government and ICT initiatives, human resources development, drafting out its Millennium Development Goals (MDG), and publishing its very own National Human Development Report (NHDR), according to a report in "Khaleej Times.”

In the recommendations, which were released at the end of a conference on "Enhancing UN Operational Activities for Development for UAE", experts elaborated that as part of social development, the UN would offer support to the UAE in fields of population dynamics, regulation of foreign labour, and relevant social and legislative measures, while also building relevant governmental capacities to ensure integration of population issues in developmental policies, plans and programmes.

The UN agencies will also strive to take all precautionary measures to ensure that the low HIV-AIDS rates in the UAE were maintained, while promoting an environment of gender equity, cultural sensitivity and partnership, and providing adequate support in enacting relevant programmes and projects towards this end. In the field of environmental protection, the UN bodies will help UAE in formulating environmental protection policies, establishments of environmental monitoring systems as well as in implementing relevant rehabilitation and environmental programmes.

These include water resources rehabilitation, protection of cultural heritage, biodiversity protection and environmental rehabilitation. In particular, the agencies will support the establishment of biosphere reserves and work in heritage sites in the Northern Emirates, coastal resources and oil spills mapping, and restoration of Al Jazira Al Hamra site. In the field of economic development, the UN agencies have pledged support for the long-term vision of UAE, in achieving sustainable high growth rates, diversification of the economy, granting the private sector greater role, moving to the new economy (ICT, e-government), developing the productive capacity of the population, promoting the private initiative to replace the rent mentality, and furthering economic partnership between the government and businessmen.

Another key focus will be on institutional development, particularly in the e-Government and ICT initiatives, where the agencies will support the establishment of a Trade Information System. In legislative and legal reform, the UNDP shall continue providing its support particularly in the area of migration policies and laws, and conducting legislative and technical support to the process of economic diversification. In the area of human resources development, the agencies will support youth development programmes including employment, participation, training and reproductive health awareness.

Support will also be extended to research and development initiatives, training and rehabilitation programmes and projects of the country. The agencies will also support the small and medium enterprises programmes at all levels. In the formulation of MDGs and NHDR, these agencies will support the process of building a reliable MDG monitoring system, and the process of preparing and publishing the NHDR.

Finally, the UN agencies have also expressed commitment to supporting gender and women empowerment programmes, which includes implementation of the national strategy for the advancement of women, supporting the newly established High Council for Economic Development, supporting the establishment of the comprehensive and integrated information systems, and offering support to the newly established High Council for Sustainable Development.
