Zayed endorses two co-operative agreements

President H.H Sheikh Zayed bin Sultan Al Nahyan in Abu Dhabi yesterday two federal decrees, endorsing cooperative agreements between the UAE and the Peoples' Republic of China on the one hand, and between the UAE and Poland on the other. The agreements provide for media cooperation between the UAE and these two countries. The cooperative agreement with China provides for bilateral cooperation in the areas of media, culture and arts, radio and television, education, sports and publishing, on the basis of equality and mutual benefit, and in accordance with laws and regulations of the two countries.



The agreement stipulates that the two countries shall work towards boosting cooperation in the area of arts and culture through the exchange of visits, either between concerned officials of this sector or between writers, artists, musicians and cultural troupes. It also stipulates that each country shall host cultural exhibitions organised by the other. On media cooperation, the agreement provides for the encouragement of exchange of visits between officials and personnel of media organisations in the two countries. Cooperation would be further cemented through exchange of visits by journalists in both countries. Exchange of radio and television programmes and films is also part of the cooperative agreements.



The two countries shall exchange data pertaining to socio-economic development, and strengthen cooperation between their respective official news agencies. In the area of higher education, the agreement provides for the encouragement of exchange of visits by researchers, university lecturers with the aim of exploring the possibilities of academic and scholarship exchange. The visits are also aimed at providing opportunities to reach a consensus over the issue of mutual recognition of higher academic qualifications conferred by institutions of higher learning in the two countries. This is in addition to the provision of opportunities on the best ways of responding to the interests of both countries to provide assistance in the teaching of Arabic language in China and the teaching of the Chinese language in the UAE.



Article five of the agreement provides for encouragement of sports cooperation between various sports institutions in the two countries. It also encourages translation and publication of fine works of art produced in one country for the benefit of the other. The agreement shall be valid for five years and will automatically be renewed for another five years, unless one of the parties expresses a written desire to quit from the agreement, six months before its expiry. The agreement will come into effect when either of the parties notifies the other about the legal procedures taken to implement the agreement.



The other cooperative agreement with Poland also provides for cooperation in the areas of culture and information, sciences, mass communication and sports. According to the agreement, the two countries shall work to strengthen cooperation through exchange of visits by artists, writers, cultural and folkloric troupes. In the area of education and sciences, the two sides shall encourage educational and academic institutions to exchange visits, organise seminars and conferences in addition to exchange of expertise.



Study sessions on history, art and culture of any of the two countries shall be organised in the institutions of higher learning. Efforts shall be exerted to incorporate elements of geography and culture of the two countries into the educational curriculum and also encourage student exchange programmes. The agreements stipulates that certain procedures be adopted by the two countries to ensure mutual recognition of certificates and academic qualifications awarded by institutions of the two countries.



The two sides have undertaken to translate and publish classic works of arts produced in two countries for the benefit of their wider audiences, provided that copyrights laws are observed in translating or publishing such works. The agreement shall be valid for five years and shall be extended for other five years automatically, unless either of the parties expresses its desire in writing to bring it to an end.
