Zayed issues federal law establishing UAE RCA

President H.H. Sheikh Zayed bin Sultan al Nahyan has issued a federal law setting up the UAE Red Crescent Authority, RCS. The six-chapter law of 31 articles, which took effect from the date of its publication in the official gazette, formally sets up an independent federal authority, to be known as "the UAE Red Crescent Authority”, which shall be a corporate body, enjoying financial and administrative independence. It headquarters shall be in Abu Dhabi, with the possibility of setting up its branches inside the country and offices abroad by virtue of a decree from the Chairman of the Authority.

The new law sees the Authority as a national body, which practices the activities of the Red Crescent both inside the country and abroad, and works as a voluntary relief authority, which shall help and support the UAE public authorities during peace and war, and shall support the UAE authorities in discharging humanitarian works as per the UAE legislations and the 1949 Geneva Convention, or any other agreement that the UAE is a party to. It shall also work as per the basic principles of the international movement.

The law also stated the objectives of the new Authority, which include working to achieve the message of humanity, based on the protection of human life, respect for human life and the alleviation of human sufferings, this is to be done in cooperation and coordination with the appropriate quarters and authorities both inside the country and abroad by offering all forms of healthcares possible.

Other objectives of the new authority include, sponsoring of charity projects, taking care of social issues like caring for widows, children, the elderly and the handicapped, re-uniting of family members and encouraging the youth to involve in voluntary works. According to the law, the chairman of the Authority, who shall be appointed through a federal decree, shall be the new Authority's supreme head with the power to approve the Authority's policies. He shall also represent the Authority at the country's higher authorities, head the Authority's board, which shall be constituted in odd number not exceeding seven, including the board chairman himself.

The board chairman and half of the board members shall be appointed by a decree from the chairman of the Authority, while the remaining half is appointed by a secret ballot by the general assembly. Board members, who shall be only UAE citizens of not less than 21 years of age and of good conduct, with the enthusiasm for charity and voluntary works, shall remain in office for four renewable years.

The general assembly, which shall be made up of all related members, as per the basic system of the Authority, shall convene once in every year and shall hold its extra-ordinary meeting whenever the need for that arises. Such a meeting shall be held through an invitation from the board chairman or his deputy during the absence of the former. Membership of the Authority shall be open to all without exception, but the Authority's basic system shall stipulate rules and regulations for membership and forfeiture of membership, categories of members, their duties and responsibilities.
