Zero tolerance on accident mortality rate

The Dubai Police has unveiled a 10-year plan to reduce mortality rates in traffic accidents to a "globally unprecedented figure" by 2020.
Lieutenant-General Dhahi Khalfan Tamim, General Commander of Dubai Police, said the plan targets a mortality rate of zero per 100,000 of Dubai's population. The emirate's population stands at 1.8 million, which is expected to top four million in 2020.
The Dubai traffic police last year managed to reduce traffic-related deaths to 12.8 per 100,000, from 17.8 in 2008 and 21 in 2007, he said. This year, the target is to reduce the number to 11.8.
Tamim said traffic safety will be a priority for the police for the next 10 years, for which they will act under a four-pronged strategy. The first, which relates to driver error and wrong road behaviour, will seek to curb 62 common mistakes.
Statistics have shown that improper driving habits cause 90 per cent of traffic accidents in Dubai, while faulty road engineering contributes to another three per cent, said Tamim.
He said violations such as those relating to lights, brakes, tyres and excess weight require round-the-clock policing. Thirteen kinds of drivers who cause traffic accidents most regularly will be targets for the police field teams. These include those who drive recklessly and jump red lights, those who over speed and are aggressive, those driving under the influence of alcohol and those hindering the traffic flow.
The second part relates to checking tyres, brakes, lights, wipers, exhausts and number plates. The third will focus on checking driving licences and the driver's fitness, and weeding out those banned from driving and those wanted for offences.
