Emiratis can be foster parents now posted on 04/04/2013
Emirati families now have the chance to take in abandoned children and give them a chance of a decent life, according to a report published by English language local daily, Khaleej Times, on Wednesday.
Director-General of the Community Development Authority (CDA) Khaled Al Kamda made the announcement on Tuesday morning as part of a programme billed ‘Ihtidan' or ‘Embrace'.
"In fact, the number of abandoned children does not exceed 15 to 20 annually, but the CDA believes that it is necessary to provide appropriate channels to care for them," he said. The CDA would receive requests from families interested in the custody and care of abandoned children and simplify all procedures and instructions to complete the process, he said.
"The CDA, being keen to move abandoned children into a caring and loving family, wants to provide them with special care including healthcare, and psychological, social, recreational and educational support." As per the Federal Law (1) of 2012, abandoned children are defined as being in the country with no parents or extended family, thus being deprived of familial care. "Therefore, we want the child to be integrated into the family unit on a long-term basis, giving them the opportunity to lead a decent life," Al Kamda said.
CDA Family Development Department director Dr Huda Al Suwaidi said there were a number of conditions sponsors would have to meet before they could take in a child, including that the family should be an Emirati Muslim living in the UAE.
"The spouses should be at least 25 years old and single mothers should be 30 years or more." She added that the surrogate family members should be free from infectious diseases or psychological and mental disorders that could affect the wellbeing of the child and that the hosting family or mother should have the financial means to look after the child.
"As a procedure, a first meeting is held between the family and the child, followed by a transition plan for the child and a trial period of six months. Upon completion of the trial period, Embrace and the surrogate family will finalise the decision." Al Suwaidi said the initiative is deeply rooted in the pillars of Islam and Arab culture which both pay more attention to social solidarity.
"Abandoned children deserve to grow up in an appropriate environment where they can be relieved from the disruption they have gone through in the past." Al Suwaidi urged UAE national families interested in the programme to visit the CDA's official website (www.cda.gov.ae), download the application form and submit the completed form along with the required documents to the Alternative Families Department (4th floor) at the offices of the Community Development Authority in Dubai.
"The social and psychological status of the family will be assessed through a series of interviews and field visits. For more information, interested families can call 8002121." – Emirates News Agency, WAM

Emirati family the best in Arab world: a study posted on 16/08/2009
Arab media study has shown that the Emirati family is the best across the Arab world as reflected by the TV drama, which portrays strength of relations among the UAE family members, sticking to religious and social values, as well as care given by community to women.
Lubna Mohammed Al Kenani, a researcher, stated in her PhD thesis at Cairo University that the findings of survey has shown the UAE national family "is the best family in the Arab world in terms of sticking to religious and social norms and allegiance", adding that the government is also keen on providing welfare for its citizens".
In the light of family relations, she continued, the survey shows the UAE national family tops with 62 per cent, followed by Tunisian family with 54.9 per cent. Dr Al Kenani reiterated that the exemplary model of Emirati family is repetitive in the Emirati TV serials by 85.2 per cent against 69.2 per cent in Egyptian TV serials, 67.6 per cent in Syrian TV serials and 63.8 in Tunisian TV serials.
She noted that the TV serials implant among viewers the concepts and themes loaded in the serials.
The researcher focuses in her study on the reality of UAE national women through the TV serials, pointing out that "the reality of Emirati woman's occupational status on the ground is better compared to what is being shown on the TV".
About the UAE families sponsored by women, Sheikha Ayesha Bint Salman Al Khalifa, from Kingdom of Bahrain, said during her meeting with Dr Al Kenani that; as per instructions of the late Sheikh Zayed bin Sultan Al Nahyan, the UAE government offered support to women, particularly to the divorced, widows and orphans. They were given farms with seeds, fertilisers, workers and free marketing of their products through the agricultural shopping centres spread across the country. These women get revenues to their families. She added that this experience is pioneer and unprecedented, hoping that other Arab countries would follow suit.
Dr Al Kenani underlined that the UAE institutions strive to make the UAE family less exposed to socio-economic, educational, health and legal problems. She attributed this to the world class infrastructure installed by the UAE despite being a young country. - Emirates News Agency, WAM

Abu Dhabi to have centre for family violence victims posted on 12/07/2009
A centre for providing health, psychological and legal assistance to victims of domestic violence will be established in Abu Dhabi to act as a safe shelter for children and women undergoing dangerous forms of violence that could put their life and their physical and psychological safety at risk.
Instructions for setting up the centre in coordination with the Family Development Foundation (FDF) were issued by H.H. Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs in his capacity as Chairman of Abu Dhabi Judicial Department (ADJD).
The move is part of the ADJD's vision to create an environment that ensures easy access by individuals, mainly women and children, to their vested rights enshrined in the state constitution and enforcement of working legislations in virtue of basic principles of human rights.
The creation of the centre, the first of its kind in the country, will constitute a qualitative addition to efforts being made by HH Sheikha Fatima bint Mubarak, Chairperson of the FDF, to provide care and protection for women and children from all forms of violence including those they incur within the family.
The centre will offer health and psychological care to victims of domestic violence as well as legal counselling to help them prosecute their abusers.
As part of its mandate, the centre will conduct awareness campaigns to educate women and children about their rights and how to defend them and stand up to whoever dares to breach and abuse them.
The shelter will give the victims a platform for exchanging experiences and expertise so as to draw lessons from them in order to build their capacity in confronting the phenomenon and those behind it.
The centre will tap know-how, data base, and knowledge of various civil society organisations taking care of family and social welfare to identify the magnitude of the phenomenon in the emirate of Abu Dhabi.
The shelter will establish a mechanism to identify lapses in the procedures and systems which could discourage victims to report violent acts against them to the competent authorities. A proper, safe channel of communications will be in place to allow abused women and children to lodge complaints about risks they face within the family.
The establishment of the centre is a practical embodiment of the ADJD's strategy which seeks to ensure that justice is not only administered inside courts but also through addressing and tackling social issues which could be a source of violence and crime. - Emirates News Agency, WAM

UAE Releases First Anti- Human Trafficking Report posted on 19/05/2008
Abu Dhabi, May 18, 2008: The UAE is committed to doing everything in its power to help stop human trafficking wherever it occurs and to aggressively interdict those who are responsible for it with the toughest possible penalties, according to the first annual report released by the UAE National Committee to Combat Human Trafficking.
The annual report, ÒCombating Human Trafficking in the UAE 2007Ó released a year after the committee was formed, highlights the countryÕs stand on the crime, the efforts to counter it, the obstacles and challenges it has encountered, as well as plans for the future.
The report, released ahead of the UAE's participation at the UN General Assembly debate on trafficking in New York in June, focuses on the measures taken since Federal Law 51 came into force. The 16-article law, effective since November 2006, spells out stiff penalties against traffickers ranging from one year to life imprisonment and fines of AED 100,000 and AED one million.
At least 10 human trafficking-related cases were registered by the end of 2007 under the clauses of the new law, explained the report. ÒNotably, there were also convictions in at least five cases during this period, with the convicted receiving jail terms ranging from three to 10 years for committing, aiding or abetting human trafficking,Ó it added.
According to the Minister of State for Foreign Affairs Dr. Anwar Gargash, who is also Chair of the UAE National Committee to Combat Trafficking, ÒThe UAE is firm against the exploitation of human beings for any purposes and against the coercive, illegal and inhumane treatment of any individual. The countryÕs resolve to fight human trafficking at home and abroad in collaboration with international partners remains central to our counter-trafficking strategy. General Shaikh Mohammad Bin Zayed Al Nahayn, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces has cemented this resolve with a generous donation to the UN.GIFT to establish an international network to fight this crimeÓ.
Dr. Gargash said ÒThe UAE is not ashamed to admit that the problem of trafficking afflicts this country as it does many other countries. It would be wrong, however, if immediate action is not taken once the crime is recognized, and the UAE is therefore pursuing an active and results-oriented strategy that aims to achieve immediate impact.Ó
The publication aims to share Òthe UAEÕs efforts with our partners and promote dialogue, transparency and knowledge exchange in order to learn from the experiences of other nations in combating this crime.Ó The National Committee to Combat Human Trafficking, which was established in March 2007, is committed to producing regular reports annually in order to document progress and challenges in fighting this global crime.
In parallel to the UAEÕs tough stand on anyone convicted of trafficking, the report also documents measures that reflect the UAEÕs concern about the victims of this crime and their physical and emotional well-being.
The report outlines the progress that the UAE has achieved with regards to the victim support network, noting the important work carried out by the Dubai Foundation for Women and Children and the new shelter in Abu Dhabi for victims of trafficking.
Specific measures associated with the UAEÕs comprehensive four-pillar action plan Ð legislation, enforcement, victim support, bilateral agreements and international partnerships Ð are elaborated on through the report, which can be obtained from the National Committee to Combat Human Trafficking in both Arabic and English.
The report concludes by emphasizing that Òthe UAE has achieved much in a short period of time, but realizes that much more needs to be done to combat the challenge. The country is committed to serving as an active member of the international community, as well as a model for change in the region and takes these responsibilities seriously.Ó
