Mohammed bin Zayed arrives in Manama posted on 14/03/2010
Manama - General H.H. Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces arrived in Manama yesterday on a visit to Bahrain. Sheikh Mohammed is being accompanied on his visit by H.H. Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs.
HM King Hamad bin Isa Al Khalifa of Bahrain received Sheikh Mohammed and his accompanying delegation upon their arrival. The delegation members were also received by HRH Prince Salman bin Hamad Al Khalifa, Crown Prince of Bahrain and Deputy Commander in Chief and other senior officials.
King Hamad and sheikh Mohammed held a meeting during which they discussed fraternal relations between the two countries. - Emirates News Agency, WAM

UAE fully committed to protecting its territory: Sheikh Abdullah on Mabhouh murder posted on 14/03/2010
The UAE definitely cannot and will not tolerate such a crime happening on its soil, commented UAE Foreign Minister of H.H Sheikh Abdullah Bin Zayed Al-Nahyan on the killing of Mahmoud Al-Mabhouh, a top Hamas military leader, last January in a Dubai hotel "The UAE has got full support of the Gulf Cooperation Council (GCC) and the Arab League in following these criminals, "Sheikh Abdullah told reporters at a joint press conference in Abu Dhabi in presence of visiting Cypriot Minister of Foreign Affairs Markos Kyprianou.
'We are going to be extremely aggressive in showing our right to getting these individuals but also sending a very clear message to whoever is behind (the crime) that the UAE is fully committed in protecting its territories.
'We look at this crime as not only a crime that has happened on the UAE territory and (therefore constitutes) a violation of the UAE territory It is also a violation of the ID cards and passports of respective European countries and Australia" he said.
"We are pretty much in good contacts with these countries that have been showing a lot of cooperation with us, which we are appreciative of but at the same time this is something the UAE is going to pursue.
"We are going to do our very best to bring these criminal to justice in the UAE," he stressed.
"We are going to be extremely aggressive in showing our right to getting these individuals but also sending a very clear message to whoever is behind (the crime) that the UAE is fully committed in protecting its territories," said Sheikh Abdullah.
For his part, Kyprianou said the use of European passports by the killers of Mabhouh is condemned and entails legal action.
On the UAE-Iranian relations, Sheikh Abdullah said apart from the issue of the three UAE islands, now under the Iranian occupation, Abu Dhabi and Tehran maintain improving trade relations and are exchange of visits between the two countries' officials.
He expressed the UAE's hopes that Iran would get into agreement with the international community on the issue of its nuclear program.
He further expressed hopes the issue of Tehran's nuclear program would be resolved by diplomatic means.
Sheikh Abdullah also made it clear that the UAE, like any other member of the UN, 'will respect any international sanctions could be imposed by the UN Security Council against Tehran.
The UAE foreign minister said he hoped that a settlement would be reached before that point.
On the UAE-Cypriot relations, Sheikh Abdullah said the two countries are making efforts to reach, it the second half of this year, agreements to avoid double taxation and protect joint investments.
The UAE-Cypriot relations, he noted, are also put in the context of GCC-EU relations.
He urged both blocs to exert more efforts to reach a free trade agreement as soon as possible.
"We ask both blocs to seriously work on this agreement talks on which have been going on for 20 years now," Sheikh Abdullah remarked adding that "this needs a larger role by both sides." For his part, the Cypriot Minister said that in addition to briefing Sheikh Abdullah on the present phase of the direct negotiations for the solution of the Cyprus problem, the two sides are exploring ways to further enhance bilateral relations in various areas.
Also, the two ministers expressed rejection of Israel's recent announcement of new settlement plan in East Jerusalem.
Sheikh Abdullah said "the UAE conveyed a very clear message to our friends, the Americans who are sponsors of peace talks, that there is a need to cancel decision on this settlement plan." For his part, the Cypriot minister said "the Israeli settlement plan complicates and undermines peace efforts in the region." Arab countries have built closer cultural ties: Sheikh Abdullah bin Zayed posted on 14/03/2010
Foreign Minister HH Sheikh Abdullah bin Zayed Al Nahyan, paid tribute to the founder of Al Owais Award the late Sultan bin Ali, describing the award as an "honorary model for citizens".
The remarks were made when Sheikh Abdullah received the Cultural and Scientific Achievement Award presented by the Sultan bin Ali Al Owais Cultural Foundation to HH Sheikha Fatima bin Mubarak.
He added that the services rendered by the late Sultan Al Owais were not confined only to the culture and arts, but extended to the charity work in the UAE and abroad.
Sheikh Abdullah said the cultural work in the Arab world is easier compared to the political work, adding that the political work needs more time and cumulative experience in this rapid changing era. He underscored that the Arab countries have tremendously come closer in the cultural dimension unlike politics. - Emirates News Agency, WAM

Sheikha Fatima receives Sultan Bin Ali Al Owais Scientific and Cultural Achievement Award posted on 14/03/2010
Sultan Bin Ali Al Owais Cultural Foundation has honoured Mother of emirates HH Sheikha Fatima Bint Mubarak with the Scientific and Cultural Achievement Award in its 11th edition.
UAE Foreign Minister HH Sheikh Abdullah Bin Zayed Al Nahyan received the award at a special ceremony on Thursday on behalf of Sheikh Fatima, Chairperson of the General Women's Union and Supreme Chairperson of the Family Development Foundation.
The ceremony held the Foundation's auditorium in Dubai was attended by HE Dr. Anwar Mohammed Gargash, Minister of State for Foreign Affairs and Chairman of the Board of Trustees of the Foundation, several prominent cultural personalities, senior state officials, diplomats and intellectuals from UAE and abroad.
A number of cultural and literary personalities were also honoured in the ceremony for their academic and literary contributions
In a speech delivered at the beginning of ceremony Dr. Gargash said: "We celebrate at this session a proven track record of the innovators of the Arab world who have won the Cultural '&' Scientific Achievements Awards. The winners are selected by the Board of Trustees in recognition and appreciation of efforts of those elite, who have devoted their lives in the service of culture and society and left their mark through positive and distinctive contribution".
He continued: "We are proud today for honouring the Mother of emirates Her Highness Sheikha Fatima Bint Mubarak, who symbolises our country with her valuable life in the service of humanity. Her services encompassed everyone at home and abroad and have been vital in helping children and empowering women".
In a citation the Board of Trustees of the Foundation made special mention of Sheikha Fatima's relentless efforts to promote women's role in the UAE and bring them to the leadership. It also mentioned Sheikha Fatima's struggle to combat violence against women worldwide. - Emirates News Agency, WAM

UAE is seeking dynamic role in knowledge-based economy: Ahmed posted on 14/03/2010
New Delhi - The UAE is not only an oil state but is also seeking to play an active and influential role in the knowledge-based economy which determines potentials for progress of nations and their economic prosperity, HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Civil Aviation Authority and Chief Executive of the Emirates Airlines group said here yesterday.
"'Here education will have the pivotal role which the UAE makes its the core of its development plans and strategies at present and in the short and long run,' Sheikh Ahmed said in a keynote address before the India Today Conclave 2010: New Decade; Great Expectations.
Sheikh Ahmed admitted that the new decade would experience substantial challenges which should be addressed and tackled properly as the UAE wise leadership has strived relentlessly to removes all obstacles hindering sustainable development plans and achieve high growth rates.
"Our economy has become diversified and viable without primarily depending on natural resources,' Sheikh Ahmed added.
'We in the UAE take off from the vision of change and we don't deny that we are part of a globally well-knitted community meaning that we are not immune from being impacted by global changes and issues,' Sheikh Ahmed said, adding that the international financial crisis has made the will and belief of the UAE people more stronger and capable of turning challenges and risks into feasible opportunities economically and socially.
On the distinguished, historic UAE-India bonds, Sheikh Ahmed said he was optimistic that bilateral relations in areas of trade, economy and investment would improve to the better.

UAE and Costa Rica establish diplomatic relations posted on 14/03/2010
The United Arab Emirates and the Republic of Costa Rica have established diplomatic relations on ambassador level.
Both countries signed a joint communiqué on Thursday 11th March 2010 at the UN headquarters establishing the diplomatic relations

Mr. Ahmed Al-Jarman, Ambassador Extraordinary and Plenipotentiary and Permanent Representative of the United Arab Emirates to the United Nations, signed the communiqué representing the government of UAE while H.E. Jorge Urbina, Ambassador Extraordinary and Plenipotentiary and Permanent Representative of the Republic of Costa Rica to the United Nations signed representing his country
The Communiqué said that the Governments of the United Arab Emirates and the Republic of Costa Rica, guided by their mutual willingness to promote mutual understanding and strengthen the friendship and cooperation between the two countries in the political, economic, social, humanitarian, cultural and scientific areas based upon the principles and purposes of the United Nations Charter and the norms of international law; And respecting the principles of equality among States, national sovereignty, independence, territorial integrity and non-interference in the internal affairs of other States; Have decided to establish diplomatic relations, at ambassadorial level, in accordance with the provisions of the Vienna Convention on Diplomatic Relations of April 18, 1961, as of the date of the signing of this Joint Communiqué.
After the signing ceremony both ambassadors discussed joint relations between UAE and Costa Rica in political, economic and cultural fields, and pondered over ways for bolstering them through mutual visits by officials and economic cooperation.
Costa Rica is a country in Central America, bordered by Nicaragua to the north, Panama to the east and south, the Pacific Ocean to the west and south and the Caribbean Sea to the east. It has a total area of 51,100sqkm and population exceeding 4,509,290. - Emirates News Agency, WAM

UAE - UK adopt new mechanism for SME cooperation posted on 14/03/2010
H.E Sultan Bin Saeed Al Mansouri, UAE Minister of Economy, and Lord Davis, British Minister of State for Trade, Investment and Small Business, have adopted an effective mechanism to enhance cooperation in small and medium businesses and exchange experiences and data between both countries, during a meeting held in Emirates place in Abu Dhabi. The step comes within the follow up plan on the UAE-UK Joint Economic Committee held last October in London.
Mr Al Mansouri said this mechanism will develop the performance of SMEs in the UAE and supports the governments' initiative and the Ministry of Economy plans to make this vital sector a major supporter to the national economy.
During the meeting, both parties also identified sectors and ways to increase bilateral trade by 60% from £7.5 billion to £12 billion in 2015. Innovation, Industry, Finance, renewable energy and SMEs are the main sectors to contribute to achieve this target.
Mr Al Mansouri pointed that there are many opportunities in both countries that should be explored through adopting effective mechanisms. He also emphasised the strategic role of the industrial sector in creating balanced trade exchange rates where it highly contributes to increase bilateral trade between UAE and UK.
Al Mansouri described the meeting as 'highly productive' and an excellent way to break down any challenges and increase the investment opportunities between the two countries. "This is not simply a platform to introduce businesses to each other, but a more strategic approach to help make that step more rewarding. We have agreed that both countries need to organise task forces to gather information on the ease or difficulty of conducting business. There are certain factors we need to measure in order to improve.
There will, of course, be trade shows and conferences that bring together top businessmen and decision makers from both countries to help us with that.
"One of the most encouraging points of the meeting was that it shows how enthusiastic both nations are to follow-up on developing economic ties," he added.
Lord Davis agreed that the meeting was extremely valuable to business relationships between the two countries and that the UK contingent of the working group would fully commit to achieving the goals within the agreed timeframe.
This is the second meeting to be held within the follow up plan of the UAE- UK joint economic committee. The first meeting held last February between His Excellency Mohammed Ahmed Bin Abdul Aziz Al Shihhi, Director General, UAE Ministry of Economy, and Alderman Nick Anstee, Lord Mayor of the City of London, where they focused on increasing bilateral trade by 60% from £7.5 billion to £12 billion in 2012, and strengthening the capacity of capital markets through exchange of experiences and information, including the launch of specialised training programs.

UAE contributes Dh1.75m towards International Civil Aviation Organisation posted on 14/03/2010
The UAE General Civil Aviation Authority (GCAA) announced yesterday its support for the programmes of the International Civil Aviation Organisation (ICAO) by donating CAD 500,000 (Dh1.75 million) to be used in ICAO programmes which aim at enhancing the levels of security and air safety in the civil aviation industry around the world.
Approved under a UAE Cabinet Decree, this grant comes under the UAE GCAA development programme of contributing towards development of operations and development programmes of civil aviation in Arab states as well as African and Latin American countries.
As a current member of the ICAO Council, the UAE has been able to accomplish a number of initiatives and occupy a prominent global position in international civil aviation. Through its membership to the ICAO Council and its various committees, the UAE has actively participated in international decision-making regarding civil aviation,” said Saif Mohammad Al Suwaidi, Director General of GCAA.
"In line with its role in the civil aviation sector regionally and internationally, the UAE supports ICAO projects in order to enhance its various programmes aiming at the development of security, safety, and environmental protection in the civil aviation sector.” Al Suwaidi added.
The grant will be used for the development of air safety operations under ICAO programmes and for contributions by ICAO towards the preservation of the environment and development of search and rescue operations in South African countries under the supervision of ICAO. - Emirates News Agency, WAM

UAE, Saudi compliance levels highest in Opec posted on 14/03/2010
The UAE and Saudi Arabia, together with 98 per cent compliance to the output curbs previously announced by the Organisation of Petroleum Exporting Countries (Opec), have the highest compliance level among Opec members, while Angola and Nigeria aren't complying at all with the curb on quotas, the latest data from the International Energy Agency (IEA) show.
According to the data, 11 Opec members having quotas (Iraq doesn't have an output quota), on average, pumped 26.70 million barrels of oil per day (bpd) in February, less than their sustainable output capacity of 32.95 million bpd. The average compliance by Opec members to the output curbs stood at 56 per cent last month, the data revealed.
Others
In February, Kuwait had 86 per cent compliance to the curbs imposed by Opec on its quota, Libya 67 per cent, Algeria 60 per cent, Ecuador 42 per cent, Venezuela 38 per cent, Qatar 33 per cent, Iran 12 per cent, while Nigeria and Angola had zero per cent compliance, the data showed.
The UAE's oil output in February fell marginally from January to 2.28 million barrels per day (bpd), said the Paris-based IEA, which advises 28 member countries on energy policy. It said the country's sustainable crude output capacity is 2.70 million barrels per day.
Another report by Platts, a global energy information provider, showed output from the 11 members bound by quotas (Opec-11) — under a 24.845 million bpd collective target — dipped by 10,000 bpd to 26.75 million bpd in February.
"Increases totalling 170,000 bpd from Angola, Iran, Iraq, Qatar, the UAE and Venezuela were partly offset by decreases totalling 110,000 bpd from Libya and Nigeria," said Platts.
"With the price of oil at what many view to be a sweet spot now in the upper US$70 to US$80 per barrel range, Opec has little appetite or need to make any changes at its upcoming March 17 meeting," said John Kingston, Platts director of news, in a statement.
"The one number that jumps out from the Platts survey is the drop of 100,000 bpd in output from Nigeria, where a fragile peace pact in the Niger Delta appears to be unravelling.
"After several months of both rising production and rising optimism that the worst was behind the country, the output drop in February looks like a discouraging setback," he added.
Decline
Platts said compliance with the 4.2 million bpd of cuts agreed in late 2008 by Opec members to shore up flagging oil prices, peaked at close to 82 per cent in March last year but has been declining since last April alongside a broad firming of oil prices.
Opec ministers meet in Vienna on March 17 to review the current production agreement which has been in effect since January 2009.
"Oil is in a swing period right now. March and April and September and October are the swing months. I see oil trading in the US$76-US$83 per barrel range, near term," Dalton Garis, Associate Professor of Economics and Petroleum Market Behaviour, told Gulf News. – Gulf News
